The COMET contract provides overall management and implementation of ground systems capabilities, flight hardware processing, and launch operations at NASA's Kennedy Space Center (KSC) in Florida. These tasks will support the International Space Station, Ground Systems Development and Operations, and the Space Launch System, Orion Multi‑Purpose Crew Vehicle, and Launch Services programs.

Responsibilities

Supporting contract/subcontract administration, procurement, and pricing functions during the pre‑award, award, and post‑award phases of the procurement process.

Coordination, development, and production of a wide range of procurement documentation to include correspondence, negotiations, contract close‑out, file maintenance, and interaction with multiple technical contract managers and external customers.

Performs basic contract negotiations with contracting officers, negotiates teaming agreements and non‑disclosure agreements with new business/teaming partners, reviews contract documents and correspondence as part of the analysis of government solicitations, reviews and coordinates approval of contract modifications and change proposals with program and other personnel, monitors status of current assigned contracts.

Qualifications

At least six years of experience with a Bachelor’s in a Business‑related degree field (e.g., Accounting, Economics, Finance, Business Administration, Human Resources); or at least 10 years of experience in areas such as management analysis, financial analysis, budget preparation and analysis, business processes, human resource services, organizational performance assessments, strategic planning, project control functions and contracting.

Demonstrated Microsoft Office Suite and Adobe proficiency.

Must be able to obtain and maintain facility credentials/authorization. US Citizenship is required for facility credentials/authorization at this work location.

Experience in the administration of standard Government contract types such as CPFF, CPAF, FFP, T&M, and IDIQ.

NASA and DoD contract administrator support experience.

Experience supporting IDIQ contracts in a PMO environment.

Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), NASA Federal Acquisition Regulation Supplement (NFS), and related federal and state legislation and regulations.

Physical Requirements

Climb stairs, ladders, and platforms for troubleshooting.

Wear hearing protection, eye protection and other personal protective equipment.

May involve extended periods of sitting or standing.

Work in tight confined spaces.

Work Environment

Work must be completed safely in accordance with NASA and company safety standards.

Work inside and outside throughout the test complex.

Daily travel to different areas on site, walking on uneven terrain, gravel, rocks, dirt, or sand.

Equipment and Machines

Operate heavy equipment such as cranes, gear carriers, Hi‑Rangers, man lift platforms, hydraulic lifts, spider staging, converter dollies, cargo lift trailers and tractor/trailers.

Operate computer terminals, PCs, printers, scanners, copiers, fax machine, and other office equipment.

Attendance & Schedule

8‑hour shifts, 5 consecutive days a week.

Must be dependable, punctual, and willing to work extra hours when required.

Occasional overtime may be required to meet demanding schedules.

Other Essential Functions

Proof of U.S. Citizenship or Legal Permanent Resident / Green Card holder is required.

Clear, concise, and accurate communication skills.

Team orientation with office staff and customer representatives.

Future government security clearance may be required.

Travel to support position requirements, including airline travel.

Acceptable grooming, dress, and safety compliance.

Maintain a positive work atmosphere.

Valid CDL with Florida driver’s license endorsements.

Pass a federal background investigation.

Comply with drug‑free workplace requirements.
