The mission of the Bureau of Tuberculosis Control (BTBC) is to prevent the spread of tuberculosis and to eliminate it as a public health problem in New York City. Twofold goals: 1) identify all individuals with suspected or confirmed TB disease and ensure appropriate treatment; 2) ensure high‑risk individuals are identified and treated, preventing progression to TB disease.

Position Summary Reporting to the Supervising Public Health Advisor and/or the Regional Manager, and working with an interdisciplinary team, as a Public Health Advisor (aka Case Manager) you will manage cases from report to completion of treatment. Responsibilities include interviewing & educating patients, communicating with medical providers, coordinating care, collecting data, updating the TB registry, conducting home visits, and participating in QA reviews.

Duties

Interview and educate patients diagnosed with or receiving medical evaluation for tuberculosis.

Elicit, locate, and test individuals exposed to tuberculosis disease to prevent further spread.

Perform surveillance activities, including administering diagnostic tests for TB and collecting/transporting specimens.

Conduct home visits for case management activities, test and educate persons exposed to infectious patients; locate and return lost patients to medical follow‑up; assess the home environment.

Observe patients with a communicable disease ingesting prescribed medication.

Make site visits to hospitals and private medical offices to conduct record reviews and extract data.

Manage and monitor patients with presumptive TB disease, confirmed disease, and contacts from diagnosis through completion of treatment or final status determination.

Preferred Skills

Knowledge of public health or health care delivery; strong communication and organization skills.

Team‑oriented work style.

Working knowledge of Microsoft Office suite.

Experience working in community, social service, mental or public health settings.

Excellent writing and communication skills.

Minimum Qualifications

Bachelor’s degree from an accredited college, including or supplemented by twelve semester credits in health education, or in health, social or biological sciences; or

Bachelor’s degree and six months of full‑time satisfactory experience in a health promotion or disease intervention/prevention program, performing interviews, field investigations, health risk assessments, referrals, or epidemiological data analysis; or

Four‑year high school diploma or equivalent, and four years of full‑time satisfactory experience as described in (2); or

Education and/or experience equivalent to (1), (2) or (3); undergraduate college credit can substitute for experience on the basis of 30 semester credits for one year of full‑time experience. All candidates must have a four‑year high school diploma or equivalent, and either twelve semester credits or six months experience.

Additional Requirements

To be assigned to Assignment Level II, candidates must have, in addition to meeting the minimum qualification requirements, at least one year of experience as a Public Health Adviser, Assignment Level I, or one additional year of experience as described in Application Requirement (2).

Residency Requirement New York City residency is generally required within 90 days of appointment.
