Animal Control Supervisor Franklin County is seeking a dedicated and experienced supervisor to lead our Animal Services team in protecting both animals and the community. In this vital role you will oversee daily operations, coordinate staff, and ensure enforcement of animal control laws and regulations.

Compensation $43,057 – $45,210 per year (based on experience and qualifications).

Duties and Responsibilities

Oversee Animal Services Officers’ schedules, duties, assignments, logs, inspections, etc.

Review completed case calls to ensure completion of cases and documentation of case events; close cases once reviewed.

Investigate potentially dangerous dog cases and present all records and information to the Animal Services Manager to determine whether the dog should be deemed dangerous.

Routinely visit dogs determined to be dangerous to update conditions and check compliance with dangerous dog regulations.

Investigate violations of county ordinances and NC General Statutes pertaining to animals.

Respond to calls for service when animals pose a threat to public safety and health.

Investigate domestic animal bites to humans and quarantine domestic animals in accordance with NC General Statutes for rabies observation.

Investigate possible rabies exposure from wildlife to domestic animals and/or humans.

Investigate allegations of animal cruelty, neglect, abuse, and abandonment.

Assist law enforcement officers where animals are involved.

Respond to emergency calls through 911 communications.

Attend court proceedings for matters related to animals.

Issue warnings and civil citations for violations of county ordinances and NC state laws.

Work 24 hour, rotating, on‑call shifts to provide 24/7 emergency response to animal related emergencies.

Capture and contain stray domestic animals using suitable humane techniques.

Transport wounded, sick and injured animals to the animal shelter for care and/or disposition.

Euthanize diseased, vicious, and unclaimed animals in the prescribed manner.

Prepare rabies specimens and insure the timely delivery to the laboratory for testing.

Assist animal shelter personnel to maintain cleanliness of the shelter and care for impounded animals.

Maintain daily activity logs, case report documentations, and animal records.

Maintain the vehicle issued to the individual officer through upkeep, service maintenance, sanitation, and cleanliness.

Provide education to the public through events, presentations and one‑on‑one encounters to promote responsible pet ownership.

Support and promote animal services’ lifesaving efforts and programs.

Perform related duties as required.

Knowledge, Skills, and Abilities

Ability to make educated and rational decisions.

Ability to compile information for monthly/yearly statistic reports.

Ability to delegate tasks accordingly to provide efficient results.

Working knowledge of methods of capturing and handling animals.

Working knowledge of the care of animals/disease regulations.

General knowledge of the Animal Services Ordinance, federal and state laws pertaining to animals.

Ability to be organized and keep accurate and current records.

Ability to use a rifle and/or shotgun.

Ability to deal tactfully, courteously, and firmly with the public.

Ability to de‑escalate irate citizens while maintaining a professional manner.

Ability to maintain effective working relationships with other employees.

Desirable Education and Experience

Completion of high school and some experience with animals; or equivalent combination of education, experience, and training.

At least two years of Animal Services experience or experience managing operations.

Physical Requirements

Must be able to perform basic life functions including climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.

Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Must possess visual acuity for driving a vehicle, evaluating the activities of animals, and reading.

Special Requirements

Must possess a valid driver’s license.

Ability to obtain an Animal Euthanasia Certification within six months of hire.

Must be able to obtain a Certified Rabies Vaccinator Certification within six months of hire.

Must be able to attend state and national trainings held out of town where short time away from home may be necessary.

Must be able to receive a series of rabies prophylactic vaccines within three months of hire.
