Summary: A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which they are selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Seasonal Period: The typical seasonal period for these positions is April through October (though dates may vary due to weather, project needs, or funding). Anticipated Entry on Duty: April 2026.

Responsibilities

  • Responsible for stopping traffic on busy roadways and safely directing trolleys across intersections. Respond to emergencies as they arise when needed.
  • Responsible for reading and interpreting railroad switch positions and throwing/securing switches properly.
  • Maintain accurate records of the number of visitors using the trolley on a daily basis.
  • Maintain trolley schedule of pick‑up and drop‑off times of visitors taking park tours.
  • Ensure safe loading/unloading of passengers and communicate with staff and trolley passengers to facilitate safe operations.

Lowell National Historical Park is located in Lowell, Massachusetts, 35 miles northwest of Boston and served by Boston commuter rail service. The park commemorates the American Industrial Revolution and offers guided tours of historic sites such as the Boott Cotton Mills Museum. The surrounding city provides cultural and recreational activities, and the area has a range of services.

Requirements

  • U.S. citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Enroll in Direct Deposit Electronics Funds Transfer Program.
  • Operate a government or private motor vehicle as part of duties; a valid driver's license is required and a Motor Vehicle Operator's License and Driving Record must be submitted.
  • Wear a uniform in compliance with National Park Service uniform standards; a uniform allowance will be provided.
  • May be required to work on‑call, evenings, weekends, holidays, overtime, and shift work.
  • Applicants must be at least 18 years old or 16 years old with a high‑school diploma or equivalent, vocational training, or enrollment in secondary school with appropriate work arrangement.

Qualifications

  • Ability to perform the work of a Trolley Conductor without excessive supervision (screen‑out factor).
  • Operation of motor vehicles.
  • Work practices: keeping things neat, clean, and in order.
  • Ability to interpret instructions, specifications, etc.
  • Ability to operate safely (non‑motorized vehicles).
  • Reliability and dependability as a trolley car operator.

Physical Demands

Work requires long periods of standing, jumping up and down to/from a moving trolley, good vision and coordination, walking over uneven asphalt and railed surfaces. Outdoor work under all weather conditions.

Outdoor setting with potential heat, high humidity, rain, and slippery footing areas.
