ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.
  2. Manage all aspects of the City’s contract for processing mixed recyclables including coordination of waste audits and data management for transparency reporting.
  3. Manage cart-based recycling education and outreach program.
  4. Manage AI‑driven smart recycling systems to optimize waste sorting processes, enhance material recovery, and reduce operational costs. Support users and create reports to assist with data analytics.
  5. Communicate project and program information to internal and external customers through presentations, workshops, educational tours, instructional videos, or training about waste reduction and recycling programs.
  6. Compile, analyze, interpret and develop information and/or educational materials related to social media outreach, press releases, and website content for waste reduction, recycling and solid waste education.
  7. Provide outreach, communication and technical assistance to the community and businesses about recycling, composting, waste reduction and other environmental sustainability programs and services.
  8. Write grants and award applications for the Division. Assist with grant management.
  9. Present and speak publicly regarding waste reduction, recycling and solid waste programs including speaking at City Council meetings.
  10. Develop content and budget preparation for yearly education plan. Identify and outline initiatives or programs in support of the Solid Waste Reduction, Diversion, and Recycling Master Plan.
  11. Develop and maintain education and program metrics to track behavior change and increase participation in waste reduction and recycling programs.
  12. Coordinate creation of media content with Communications Department for outreach promotions.
  13. Work with the public to ensure recycling program transparency, including leading tours of mixed recycling processing facility.
  14. Respond to public inquiries both in person and over the phone. Resolve a wide variety of situations, either by researching and/or answering questions personally or forwarding to appropriate person.
  15. Perform other duties as assigned.
  16. Serve as backup to perform duties of Waste Reduction Manager as needed.
  17. Perform secondary duties as assigned.

QUALIFICATIONS

  1. Bachelor’s degree from an accredited college or university in sustainability, environmental science, public administration, or related field and four years of related experience with one year of project management or supervisory experience required.
  2. Must possess a valid driver’s license.
  3. Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, offenses against children, and any offense that would qualify to prevent a person from obtaining an Arkansas teaching certificate (A.C.A. 6-17-410).
  4. Must possess or have the ability to obtain, within six months of hire, a Solid Waste Facility Operators License from the AR Department of Environmental Quality.
  5. Ability to compute rates, ratios, and percentages and interpret bar graphs. Ability to calculate figures and amounts such as discounts, interest, proportions, area, circumference, and volume.
  6. Ability to effectively communicate with diverse audiences both orally and in writing.
  7. Ability to write professional reports and business correspondence.
  8. Ability to prepare and present information and respond to questions from groups of managers, customers, and the general public.
  9. Must have ability to compile and analyze data with great attention to detail from a variety of sources in order to prepare clear, accurate reports from such information.
  10. Must have capacity to be a strategic thinker and the ability to work as a team member and leader as well as work independently.
  11. Must be proficient in the use of a computer and software programs such as word processing, spreadsheet and presentation applications. Must be able to become proficient in advanced functions of software platforms supporting effective service delivery and AI‑driven smart recycling systems. Must have the ability to learn to navigate in the City’s budget & financial software applications. Must be able to effectively operate standard office equipment.
  12. While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit, move from location to location; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.
  13. While performing the functions of this job, the employee is occasionally exposed to moving mechanical parts and outside weather conditions.

PHYSICAL DEMANDS
