Position Title
Information Technology Specialist 2 Programming (NY HELPs) – 9473
Base pay range $66,951.00/yr – $85,138.00/yr
Description Under the direction of an Information Technology Specialist 3 within the Office of Information Technology Services/Dedicated Support Tax Team in Albany, the selected candidate will be responsible for all phases of the System Development Life Cycle. Responsibilities include new development, maintenance tasks, rapid implementation of legislative changes, analysis, program development, and testing of agency application systems.
Coding, testing, and maintenance of Java/J2EE applications in compliance with program specifications and coding standards.
Creating detailed program design specifications for system implementations, integrations, and enhancements.
Utilizing relevant programming languages, queries, utilities, maintenance tools, and relational databases (e.g., AIX DB2) to troubleshoot, update, and modify components.
Identifying issues requiring technical solutions and assisting in continuous improvement.
Communicating technical issues and information effectively, both verbally and in writing, with functional and technical staff to gather requirements.
Identifying business requirements to develop automated applications that meet business priorities.
Collaborating effectively within a team environment and with other teams as necessary.
Providing support for end‑users and troubleshooting help‑desk tickets and data issues.
Utilizing C++, HTML/XHTML, Java, JavaScript, Visual C#, XML, and .NET technologies.
Facilitating and participating in meetings with ITS and DTF customers.
Communicating clearly, both verbally and in writing, with DTF management and users, ITS management, and team members.
Qualifications Minimum Qualifications
Open Competitive: A bachelor's degree or higher with at least 15 semester credit hours in computer science.
OR a bachelor's degree or higher in any field with one year of experience in information technology.
OR 60 semester credit hours (including 15 in computer science) and one year of professional experience in information technology.
OR two years of professional experience in information technology.
Promotion
Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 1, Salary Grade 14.
Transfer
Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 2 or Information Technology Specialist 2 Programming, G‑18;
OR in a title G‑16 or above deemed administrative under Section 52.6 of the Civil Service Law.
55b/c Appointment
This position is eligible for 55b/c designation and candidates are encouraged to apply.

Appointment to this position and continued employment are contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
Appointment to this position is not final until all agency approvals have been granted.
Some positions may require fingerprinting.
Some positions may require up to 25% travel and/or lifting up to 50 lbs.

If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment; positions in the Mid‑Hudson will receive an additional $1,650 adjustment.
Additional Comments ITS will not offer permanent employment unless the candidate provides documentation that they are authorized to accept work in the United States permanently.
