The Children’s Services Department (CSD), which includes the Home Study and Post Release Services (HSPRS) Program, is driven by a mission that promotes the safety and well‑being of unaccompanied children as they reunify with their families across the United States. The Children’s Services Department launched inaugural programming to serve unaccompanied children in 2021. In 2025, in partnership with the Office of Refugee Resettlement (ORR), CWS provides home study and post release services throughout the United States.

This is a temporary position for approximately three (3) months. The assignment may end early or be extended predicated on program needs.

Purpose The Program Manager, HSPRS, is a key member of the Program Implementation team. This position is responsible for managing program delivery and directly supervising a team of geographically disbursed case managers whose primary responsibility is conducting Post Release Services (Level 1 and 2) and Home Studies as assigned. The Program Manager is responsible to ensure a high performing and well‑supported team. This position is responsible to promote service delivery that is trauma‑informed, strengths‑based and culturally and linguistically appropriate, while maintaining compliance with core policies and procedures. The position is also responsible to engage with community stakeholders to promote effective relationships that facilitate access to resources for clients.

Responsibilities Program Implementation

Maintain up‑to‑date knowledge on ORR Policy and Procedures and CWS policies and procedures.

Ensure compliance as it relates to the delivery of Post Release Services and home studies (as assigned) with attention to timeliness and accuracy of core service delivery.

Manage the oversight of virtual and in‑person PRS services.

Manage the oversight of home studies, as assigned.

Support team to reach capacity goals, assign and manage caseloads.

Review and approve all PRS reports in a timely manner and ensure quality of care to clients.

Ensure timely submission of required Notices of Concerns, reports and other documentation to the donor.

Support staff in responding appropriately to crisis situations (abuse, trafficking, exploitation, etc.) that arise and seek technical support as needed.

Identify and report trends in service delivery.

Actively participate in network meetings and activities and contribute to content creation that is responsive to client needs and trends.

Ensure staff meet donor requirements and satisfactory completion of required trainings.

Contribute content to training and standard operating procedures and socialize changes timely to ensure compliance with ORR and CWS expectations.

Conduct monitoring efforts for core service delivery and lead the response efforts to address gaps in compliance that may arise.

Prepare for monitoring by CWS and ORR and respond accordingly to monitoring reports and corrective actions, as needed.

Work collaboratively with HSPRS team to create and implement continuous quality improvement initiatives.

Provide data for quarterly and annual reporting to the donor.

Community Engagement

Oversee resource linkage and ensure resources are viable and relevant.

Elevate the visibility of the HSPRS program within the local communities in the areas of geographic responsibility to increase access to supportive services for clients.

Conduct outreach and education among local service providers and systems to improve awareness and understanding of population and PRS services.

People Management

Promote positive team morale, staff safety and well‑being.

Provide direct supervision to a team of 8–10 Case Managers and create opportunities for mutual sharing of expertise across teams.

Support direct reports to create goals, learning and development and manage performance.

Lead hiring efforts for vacant positions as needs arise.

Other

Serve as a mandated reporter and ensure reporting of suspected abuse or neglect in accordance with CWS policies and procedures.

Other duties as assigned.

Qualifications Education/Certifications

Bachelor’s degree in social work, psychology, sociology, or other relevant behavioral science fields required.

Master’s degree in social work, psychology, sociology, or other relevant behavioral science highly preferred.

Licensed or license eligible highly preferred but not required.

Experience

Minimum 3 years of experience conducting home studies and writing assessment reports, working with children and youth, family reunification/preservation, and or foster care/child welfare and previous work experience and interest working with foreign born populations is required.

Minimum 1 year of prior supervisory experience required.

Experience supervising large teams geographically disbursed highly preferred.

Demonstrated experience building and maintaining external partnerships required.

Skills

Fluency in written and verbal English and Spanish required.

Superior written and verbal communication skills.

Ability to track and analyze data and adjust plans to ensure performance.

Strong writing skills.

Proficient in Microsoft Office applications.

Experience using database for client record keeping.

Organized and ability to work in a fast‑paced, high‑pressure environment.

Strong organizational skills and ability to remain nimble, flexible and manage competing priorities in a fast‑paced, high‑pressure environment.

Successfully pass Motor Vehicle Records, SEA, FBI, and Child Abuse and Neglect Checks and federal Suitability Determination by third party vendor (not affiliated with CWS).

Valid driver's license, personal vehicle and insurance required.

Reasonable proximity to airport for occasional travel required (network conference, supervision, training and monitoring visits, program retreat, etc.).
