DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS The General Services Department is seeking a licensed Heating & Air Conditioning (HVAC) Leader that is heavily skilled in the commercial industry with a wide array of HVAC maintenance and repairs. This position is ideal for a driven and team oriented licensed HVAC Tech that can manage keeping up with tasks simultaneously in a fast-paced environment working with many departments to meet specific needs. A strong understanding of industry practices is required. It is essential that this individual holds a respectable working knowledge of performing a wide variety of skilled tasks involved in the maintenance and repair of heating, ventilation, and air conditioning units related to the care and maintenance of commercial buildings and facilities. This individual will perform and / or coordinate the primary duties and responsibilities below.
Schedules and assigns daily work assignments for repairers.
Interact with crafts and trades people to complete complex work orders.
Collaborate with assigned repair people to discuss site‑specific heating and air conditioning problems and make recommendations.
Reviews completed work orders, cost sheets, content of repair and maintenance jobs.
Monitors system operations to determine corrective action, improve performance, identify problem areas in repairs/new construction, and adjust A/C system.
Will be present for work for all weather and facility related emergencies as deemed necessary by the City of Houston as a Tier I employee
Inspects air‑conditioning units to ensure efficient operation
Performs regularly scheduled maintenance on heating and cooling units
Diagnoses mechanical and electrical malfunctions; installs, replaces or repairs damaged equipment; calibrates thermostatic control
Replace damaged or worn heating, ventilation and air‑conditioning parts and equipment; repairs or replaces low‑ and high‑pressure liquid lines
Inspects and observes pressure of liquids and vapor with instrumentation to ensure efficient operation of units and make necessary adjustments.
Maintains the chilled and hot water supply systems
Adjusts and maintains internal electrical and electronic control systems; cleans coils and blowers and checks motors and belt tensions.
Assists in planning new installations of heating and air‑conditioning systems.
Maintains maintenance records as required by City, State and EPA regulations.
Principles and practices of HVAC maintenance and repair; hazard and safety practices common to the trade
HVAC controls and safety devices; appropriate MSDS sheets; tools of the trade; materials and refrigerant recovery equipment and procedures used in installing, repairing and maintaining HVAC systems.
Familiarity with computerized electrical circuits and systems relate to air‑conditioning, heating, ventilation and refrigerated cooling.
Flexibility to work weekends and after‑hours events is required.
Meets with contractors to obtain bids for heating and air‑conditioning systems and explain scope of project. Research equipment capabilities.
Performs other duties as requested
WORKING CONDITIONS The position involves considerable physical exertion, such as regular climbing of ladders, lifting of heavy objects (up to 80 pounds) on a highly frequent basis and/or assuming awkward positions for long periods of time. There are routine exposures to significant levels of heat, cold, moisture and air pollution. The position may involve periodic exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises and minor burns.
MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Specialized training in principles, procedures, practices, routines or techniques in a specific area or trade which might normally be acquired through up to 18 months of education or training beyond the high school level. Vocational competence in the operation of mechanical or electronic equipment may be required.
EXPERIENCE REQUIREMENTS Four years of experience in the installation, service and maintenance of heating and air conditioning systems are required.
LICENSE REQUIREMENTS HVAC certification. Requires EPA Section 608 Certification – Universal & TDLR – Class B Contractor License w/ Environmental Air Conditioning Endorsement HVAC certification.
PREFERENCES Preference will be given to applicants with the following:
Valid Texas driver’s license in compliance with the City of Houston’s policy on driving (AP 2-2).
Work Experience with Commercial HVAC-Mechanical Maintenance and Repair of Centralized Plant Systems (Large Commercial Buildings).

Air Handler Units * CMMS & BMS: Skilled in using systems to manage work orders and monitor building automation.
Microsoft Office / ERP Tools: For reporting, budgeting, and planning.
Proficiency in Microsoft Office Suite (Excel, Word, Outlook, Teams).
TDLR – Class A Contractor License w/ Environmental Air Conditioning Endorsement
