Position Summary The Estimator is responsible for preparing accurate, competitive, and compliant cost estimates for utility construction projects involving Transmission, Distribution, and Substation (T&D) infrastructure. This role supports business development and construction execution by developing detailed cost proposals aligned with scope, constructability, safety, and client requirements.
Key Responsibilities
Prepare detailed cost estimates for transmission, distribution, and substation projects
Review RFPs, RFQs, drawings, specifications, and contract documents
Perform quantity take-offs and productivity analysis
Develop labor, equipment, material, subcontractor, and indirect cost pricing
Identify project risks, opportunities, and contingencies
Coordinate subcontractor and vendor pricing
Support bid reviews, presentations, and project handoff meetings
Support ongoing project/contract change orders and new scope
Required Qualifications
5+ years of estimating experience in utility construction
Experience estimating Transmission, Distribution, and Substation projects
Strong understanding of utility construction means and methods
Proficiency in estimating software (HCSS, HeavyBid, Bid2Win, Sage, or similar)
Ability to read and interpret engineering drawings and specifications
Preferred Qualifications
Bachelor’s degree in Construction Management, Engineering, or related field
Experience with EPC, T&M, unit-price, and lump-sum contracts
Union and non-union labor experience
Multi-state utility program experience
