Engineer's I–II–III–IV Apply for the Engineer I–IV positions with the County of Ventura. This job offers full‑time, regular positions with progressive assignments across public works engineering.

Benefits and Compensation

General Salary Increase: 3.5% effective December 20, 2026, and December 19, 2027.

Educational Incentive: 2.5% for an associate degree, 3.5% for a bachelor's, 5% for a graduate degree not required for the classification.

Bilingual Incentive: Up to $1.32 per hour based on exam level (I: $0.69, II: $1.00, III: $1.32).

Professional License Incentive: Up to 5% based on classification and certification.

Annual Leave: New employees accrue ~20 days/year for the first 10,400 hours or 5 years; accrual increases to 32 days/year after 20 years.

Annual Leave Redemption: Cash in or redeem up to 80 hours after using 80 hours in the preceding calendar year.

Deferred Compensation: Eligible for the County’s 401(k) Shared Savings Plan and/or Section 457 Plan with up to 3% company match.

Health Plans: Flexible credit allowance for medical, dental, vision insurance from authorized plans (Employee only $667, Employee + one $772, Employee + family $877 per biweekly pay).

Flexible Spending Accounts: Pre‑tax reimbursement for dependent care and health expenses.

Pension Plan: County and employees contribute to the County’s Retirement Plan; possible reciprocity with other public retirement systems.

Holidays: 13 paid days per year, including a floating holiday.

No overtime compensation for engineers.

Departments and Work Areas

Water & Sanitation: Operations, design, construction, and inspection of water and sewer systems.

Watershed Protection: Flood control, water quality management, and environmental protection.

Roads & Transportation: Planning, design, funding, and maintenance of the County road system.

Engineering Services: Project management, land development, floodplain permitting, land surveying, and construction contract administration.

Position Summary Under general supervision (levels I & II) and direction (levels III & IV), the engineer performs progressive field and office duties, may supervise other engineers and technicians, and fulfills related responsibilities as required.

Current Vacancies Five regular vacancies: one in Engineering Services, two in Roads & Transportation, one in Water & Sanitation, one in Watershed Protection.

Responsibilities (by Department) Engineering Services (Level IV)

Assist in CEQA development and negotiation of professional services contracts.

Administer construction contracts and supervise qualifying staff.

Provide technical guidance in civil engineering to enhance public works services.

Communicate effectively with internal and external agencies.

Roads & Transportation (Levels III–IV)

Advance planning, encroachment permitting, asset/pavement management.

Bridge engineering and inspection; land use and subdivision reviews.

Transportation planning, active‑transportation programs, feasibility studies.

Grant applications (Federal, State, local) and RMRA reporting.

Cost estimating, traffic impact fees, VMT programs, master planning.

Design and construction of roadway, pavement resurfacing, storm drain, traffic/bike projects.

Contract and consultant administration, quality control.

Watershed Protection (Levels III–IV)

Review consultant plans, specs, and reports for compliance with County or district requirements.

Design flood control/protection facilities; perform hydrology, hydraulic, and structural analyses.

Generate grading, drainage, and geometric designs; prepare technical reports and cost estimates.

Apply knowledge of USACE levee and dam safety guidelines.

Water & Sanitation (Levels III–IV)

Design and construct water/wastewater facilities; administer contractors and consultants.

Review design studies, plans, specs, and calculations; conduct contract management.

Understand principles of public water/wastewater treatment, distribution, and collection.

Communicate with partners, maintain computer skills, and collaborate as a team.

Typical Qualifications These prerequisites ensure eligibility for the examination and placement on an eligible list.

Engineer I

Bachelor’s degree in engineering.

Or professional engineer registration in California.

Or Engineer‑in‑Training certification (4 years experience).

Or Bachelor’s in a related science with up to 3 years experience.

Engineer II All Engineer I requirements plus at least one year of qualifying professional engineering experience.

Engineer III All Engineer I requirements plus at least three years of qualifying experience, including some in a specialty area. Specialty areas include: water/wastewater systems, flood control, stormwater engineering, transportation construction, transportation planning, asset management, and capital improvements.

Engineer IV All Engineer I requirements plus at least four years of progressively responsible experience. If required, registration as a professional engineer in a specified field. If not required, a minimum of five years of experience.

Necessary Special Requirements (all Levels)

Strong interpersonal and oral/written communication skills.

Valid California driver’s license.

Ability to work outdoors and in hazardous conditions with moderate to heavy physical activities.

Additional Requirements (Engineer IV)

California registration as a professional engineer in a specific field.

Desired

Administer public works contracts.

Familiarity with Greenbook and Caltrans guidelines.

Proficiency in CEQA, permitting, and regulatory applications.

Experience with USACE levee and dam safety guidelines.

Strong background in land development.

Expertise in Auto CAD Civil 3D, GIS, RISA‑3D, Retain Pro, HEC‑RAS, WSPG, FLO‑2D, Adobe Acrobat, Bluebeam, and Microsoft Office.

Certification as CPESC and/or QSD/QSP.

Knowledge, Skills, and Abilities

Current engineering principles and their application to public works projects.

Modern construction methods, materials, and equipment.

Hydrology, water supply, drainage, flood control, stormwater BMPs.

Engineering economics, financing, and computer system applications.

Preparation of engineering studies, reports, plans, and specifications.

Consultant management, plan inspection, field supervision, and cost estimation.

Engineering judgment, relationship building, training, and office computer use.
