Deputy Director - Public Works Operations and Maintenance
The City of Chico is seeking one well‑qualified candidate to fill the position of Deputy Director of Public Works‑Operations and Maintenance. The ideal candidate will have extensive experience working in a municipal or equivalent environment and managing a wide range of public‑sector projects.
The Public Works‑Operations and Maintenance Department includes Street Cleaning, Vehicle Maintenance, Building Maintenance/Pallet Shelter, Right of Way/Storm Drains, Parking Facility Maintenance, Wastewater Treatment Plant, Underground/Sewer, Parks/Recreation Facilities, Street Trees, and Airport divisions.
Responsibilities
Plan, organize, oversee, coordinate, and manage staff and operations of the division.
Provide administrative oversight of day‑to‑day activities, including implementation of city‑wide policies and enforcement of departmental procedures.
Coordinate activities with other city departments and outside agencies, fostering cooperative relationships.
Assist the Director of Public Works in administrative, coordinative, analytical, and liaison capacities.
Develop, direct, and implement departmental goals, objectives, policies, and priorities.
Manage the development and administration of the annual budget and capital improvement budgets, including forecasting, monitoring expenditures, and implementing adjustments.
Select, train, motivate, evaluate, and supervise staff, providing or coordinating training and addressing performance issues.
Continuously monitor service delivery methods and procedures, identifying opportunities for improvement and implementing them in coordination with the Director.
Represent the department to city departments, elected officials, and outside agencies, negotiating and resolving significant issues.
Conduct organizational and operational studies and investigations, recommending modifications to programs, policies, and procedures.
Present to the City Council, committees, boards, and commissions.
Participate in professional meetings and stay abreast of new trends and innovations in engineering and public works services.
Maintain and protect official departmental files.
Prepare, review, and present staff reports, management updates, and special project reports as assigned.
Respond to public inquiries and complaints, providing resolutions and recommendations.
Serve as a spokesperson at community events and public relations activities.
Ensure staff compliance with city and mandated safety rules, regulations, and protocols.
Perform other duties as assigned.
When Assigned to Capital Projects Division
Participate in capital improvement project (CIP) planning activities; provide input into conceptual design of engineering projects.
Investigate and resolve scope or cost issues of major facility upgrade and replacement projects.
Manage development of construction and modernization plans; meet with contractors, engineers, developers, architects, and the public.
Provide information regarding city development requirements.
When Assigned to Public Works Infrastructure Maintenance
Manage maintenance and repair of city infrastructure: streets, traffic signals, streetlights, signs, parking meters, storm drains, sewer collection systems, wastewater treatment plant, graffiti eradication, and related activities.
Schedule, organize, and direct staff for maintenance and repair work; estimate quantities of materials needed; requisition and purchase materials.
Inspect work projects and respond to and direct emergency situations.

A typical way to obtain the required qualifications is: • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in civil engineering or a related field. • Six (6) years of increasingly responsible professional civil engineering or public works infrastructure maintenance experience, including three (3) years in a management or supervisory capacity.
Licenses and Certifications
Valid California Driver’s License, to be maintained throughout employment.
For some incumbents, a valid registration as a Professional Engineer (PE) issued by the State of California, to be maintained throughout employment.
Physical Demands When assigned to an office environment, mobility to work in a standard office setting and use of standard office equipment, including a computer, is required. Vision to read printed materials and a computer screen, hearing and speech for communication in person and over the telephone, and ability to stand and walk between work areas may be required. Finger dexterity is needed for data entry. Positions may involve bending, stooping, kneeling, reaching, pushing, and pulling to retrieve and file information.
When assigned to field inspection, mobility to work in changing site conditions is required.
