Description of Work The Chief Budget Officer provides executive leadership and oversight for the Division’s budget and financial operations. The position ensures fiscal accountability, transparency, and compliance with state and federal requirements, and serves as the primary advisor to the Division’s executive leadership on financial risks, opportunities, and strategy. This position directs the Budget and Finance staff, establishes financial controls, and develops processes that ensure accurate staffing and salary reporting, variance analysis and resource allocation. The Chief Budget Officer has authority to make decisions on operational budget matters (e.g. IT/software licenses, equipment, staffing costs) and is responsible for maintaining systems of record for financial data and reporting.

The Division of Mental Health, Developmental Disabilities and Substance Use Services (DMHDDSUS) is the State agency charged with responsibility for designing, funding, implementing, monitoring and overseeing the public system of mental health, intellectual and developmental disabilities, traumatic brain injury and substance use prevention, treatment and recovery services. The Division ensures compliance with state and federal requirements, and managing resources to advance the Division’s strategic priorities.

The Business & Financial Operations Unit supports this mission by managing all aspects of fiscal stewardship for the Division. Its work includes budget development and oversight, financial reporting, staffing and salary management, resource allocation, compliance with accounting standards, and coordination with other operational units. This unit has three core components: budget planning and execution, financial reporting and accountability, and fiscal policy/decision support.

Knowledge Skills and Abilities / Management Preferences Salary Range: $67,966 – $132,593. Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge Skills and Abilities/ Management Preferences are not required. Applicants who possess the following skills are preferred.

Considerable knowledge of the principles, practices, and theories of accounting, auditing, budgeting, and financial management, with the ability to apply these at a division‑wide level.

Considerable knowledge of state governmental fiscal and budgetary processes, including the ability to plan, implement, and oversee complex financial management systems.

Ability to interpret and analyze financial data and reports, communicate findings to executive leadership, and provide recommendations for decision‑making.

Ability to manage and develop professional budget and finance staff, fostering accountability and proactive financial analysis.

Ability to communicate effectively, orally and in writing, with staff, leadership, and external stakeholders.

This position is funded in part through federal funds. This position will close at 11:59 p.m. the night before the end date.
