Job Summary Consider joining the City of San Bernardino Municipal Water Department as a Lead Control Systems and Communication Technician.

You will work in a fast‑paced environment performing advanced professional and technical duties in the planning, design, implementation, calibration, testing, and modification of supervisory control systems, Radio Frequency (RF) and fiber‑optic based telecommunication systems, water reclamation plant process control systems, the Department Distribution System Hydraulic Model (DSHM), security access and control systems, and field telemetry communication systems.

The Lead Control Systems and Communication Technician is the advanced journey‑level crew leader in the Control Systems and Communication Technician series.

In addition to fully performing the duties of the senior level class, incumbents perform more difficult and complex tasks involved in the maintenance, development, implementation, and support of the Department’s process control systems, supervisory control systems, and wide‑area telecommunication networks.

Incumbents also train, instruct, direct, and monitor the work of assigned crew members and may oversee the inspection of contractor work.

They may serve as Control Systems and Communication Supervisor in the supervisor’s absence.

Responsibilities

Plan, design, implement, calibrate, test, and modify supervisory control systems and associated systems equivalent to those used by the Water Department.

Maintain, develop, implement, and support the Department’s process control systems, supervisory control systems, and wide‑area telecommunication networks, including radio‑based telemetry, voice radio systems, instrumentation, and electrical systems.

Train, instruct, and direct crew members; monitor and review work performed by contractors.

Respond to emergency call‑outs, participate in standby or on‑call duty during after‑hours, weekends, and holidays according to schedules.

Perform work in standard office settings and outdoor field environments, including exposure to wet, humid, electrical hazards, vibration, confined spaces, and hazardous chemicals.

Qualifications Education and Experience

Associate Degree in Computer Science, Electrical Engineering, Electronics, or Instrumentation and Control Systems (or closely related science) and at least two (2) years of journey‑level experience in supervisory control systems design, installation, maintenance, and/or repair (utility/industrial applications preferred) and at least two (2) years programming PLCs.

OR

High‑school graduation or equivalent and six (6) years of journey‑level experience in supervisory control systems design, installation, maintenance, and/or repair (utility/industrial applications preferred) including at least two (2) years programming PLCs.

OR

Trade/Military Technical School graduation and four (4) years of journey‑level experience in supervisory control systems design, installation, maintenance, and/or repair (utility/industrial applications preferred) and at least two (2) years programming PLCs.

At least two (2) years of journey‑level experience with proprietary HMI software packages, with proficiency in design and operation of supervisory control systems equivalent to those used by the Department.

License/Certificate

Grade II Certified Control Systems Technician certificate, ISA, or Grade III Electrical Instrumentation Technologist certificate, CWEA (highly desirable).

Valid Class “C” California driver’s license (for out‑of‑state applicants a valid driver’s license is required and a Class “C” CA license must be obtained within ten (10) days of appointment).

Special Requirements

Clean shaven or trimmed facial hair to properly use respirators and SCBA equipment; must pass respirator medical exam.

Physically capable of working in enclosed spaces under extreme temperatures and hazardous environment; able to work near moving mechanical parts and electrical hazards.

Must be able to wear SCBA equipment, work on ladders or stairs, and traverse uneven surfaces; transport materials up to 100 lb, use aerial lifts up to 60 ft, and work to heights of 150 ft.

Retirement for Current Members

– 2 % @ 55 (highest single year of compensation)

Retirement for New Members

– 2 % @ 62 (3 year final compensation). New members pay 50 % of the normal cost of their benefits as required by State law.
