A public health detention center nurse provides comprehensive healthcare to inmates, focusing on primary care, chronic disease management and significant public health initiatives like infectious disease control (TB, STIs) within a correctional setting, working with security staff and physicians, to ensure both inmate well-being and facility safety, handling tasks from medication administration and assessments to health education and advocating for population health.

This position is covered under a Collective Bargaining Agreement between the City-County of Butte-Silver Bow and the Montana Nurses Association, Local No. 37.

Detention Center Examples of Essential Work (Illustrative Only)

Clinical Care: Conduct health assessments, triage patients, administer medications, provide first aid, and manage chronic illnesses (diabetes, hypertension).

Public Health Focus: Implement communicable disease screening (HIV, Hepatitis, TB, STIs), manage outbreaks, educate inmates and staff on infection prevention, and ensure immunization protocols.

Case Management: Handle intake health questionnaires, review medical requests and ensure continuity of care.

Documentation & Reporting: Maintain accurate medical records, document care provided and report adverse reactions.

Collaboration: Work closely with correctional officers, physicians, and other healthcare providers to balance medical needs with security protocols.

Environment: Fast-paced setting that involves strict security protocols.

Advocacy: Serves as an advocate for a vulnerable population, focusing on health promotion and illness prevention.

Other Public Health Related Activities

Provides immunizations and health screenings in the community

Provides patient and community education, including communicable disease classes

Assists where needed on various grant‑funded programs, including Harm Reduction, Asthma, Cancer Screening/Control, Chronic Disease Self‑Management, Title X Family Planning, HIV/Hepatitis C prevention and case management, Injury Prevention, Maternal/Child Health, Tobacco Use Prevention and WIC

Assists where needed on the department’s Epidemiological Team, training for communicable disease outbreaks and serving as a member of this team when outbreaks occur

Assists where needed on various department initiatives, including accreditation preparation, performance management, quality improvement, strategic planning, workforce development, and community health assessment and improvement

Assists in developing, implementing and evaluating professional development education, nursing continuing education.

Other nursing duties as needed by department

Performs all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety‑related meetings, training sessions, fit testing, etc.

Performs all duties and work assignments in compliance with project quality requirements.

Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.

Performs other duties as assigned.

Performs public health emergency response duties as assigned and consistent with job classification and training provided, in response to threats to the public’s health.

Participates in department and community emergency response training and drills consistent with job classification in support of public health emergency and disaster preparedness.

Required Experience, Training, Knowledge, Skills, And Abilities

Knowledge of current public health nursing principles and processes.

Knowledge of anatomy, physiology, pathophysiology, epidemiology, physical assessment and basic pharmacology.

Knowledge of human systems (wellness, illness, growth and development, basic nutrition, human behavior, psychosocial development, family and community systems).

Knowledge of prescribed treatments and medical interventions; ability to effectively monitor and document the patient's treatment progress and response; ability to refer to appropriate providers as indicated.

Knowledge of healthcare technology, equipment, supplies and materials needed for medical treatment.

Knowledge of chart documentation requirements, medical record forms, state and federal laws that govern release of healthcare information, patient consent.

Knowledge of healthcare systems structure and function; ability to make appropriate client referrals based upon patient need, program guidelines and community resources.

Demonstrates knowledge of a systematic approach to client care that includes assessment, diagnosis, planning, intervention, evaluation, consultation, referral and follow up.

Demonstrates ability to maintain working relationships with diverse populations and cultures; ability to engage clients and families in a care plan.

Physical Demands Due To The Need For All Health Department Personnel To Respond To Public Health Emergencies, The Employee Must Be Assessed For His/Her Ability To Meet The Physical Demands Of Performing The Following Activities:

Must be able to be fitted and wear NIOSH 95 mask.

Engage in the following movements: Climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, grasping, feeling and writing and repetitive motions.

Exert up to 30 pounds of force occasionally, and/or a negligible amount of force constantly to move objects.

Hearing ability sufficient enough to communicate with others effectively in person and over the phone.

Visual ability must be sufficient enough to read typewritten documents and computer screens and drive a vehicle.

If unable to demonstrate these abilities based upon a standardized, objective assessment, all reasonable accommodations will be made, in compliance with the Americans with Disabilities Act and any other applicable federal and Montana law.

Working Conditions While Performing Essential Functions

Detention Center, Health Department, community sites, including clients’ homes and workplaces.

Work performed in the community is sometimes subject to conditions that range from inclement weather to dangerous conditions, such as snow/ice, cold, heat, noise, wetness/humidity, vibration, sudden temperature changes, and poor illumination at the job site or due to travel on the job. Travel to and from field locations may subject worker to increased risk of driving hazards. Community locations may subject worker to communicable diseases, insects and other disease vectors, toxins, hazardous materials, chemicals and animals.

Equipment Used To Perform Essential Functions

Computer, fax, copier, personal or county vehicle, public health and medical equipment and supplies related to duties.

Acceptable Experience And Training

Bachelor’s degree or associate degree in nursing required.

Public health nursing experience is preferred.

Montana registered nurse licensure.

National Incident Management System (NIMS)/Incident Command System (ICS) 100, 200 and 700 certifications within four (4) months of employment.

CPR certification within four (4) months of employment.

Valid Montana driver’s license, current certificate of vehicle insurance, and access to reliable transportation to all assigned work locations.

Required Special Qualifications

Possession of a valid Driver’s License issued by the State of Montana.

Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance.

Residence During Employment From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow. (Ord. 85 1979)
