Full time Summary

Conduct spatial analysis and produce cartography to support regional transportation planning, develop data sets used for specific projects and for general reference by the Alamo Area Metropolitan Planning Organization (AAMPO) staff, and develop software tools to process spatial and tabular data. Technical responsibilities include data entry, geocoding, analysis, validation, maintenance, and update of GIS (spatial and attribute) data for the region’s transportation system, transportation projects, land use, environment, and demography. The analyst will work both independently and with a team to enhance a geodatabase which supports regional planning. This position operates under the direct supervision of the GIS Manager. This is a responsible non-supervisory position. Essential Job Functions

Providing geographic information system (GIS) and data development and interpretation expertise in developing, maintaining and supporting the Metropolitan Transportation Plan, the Unified Planning Work Program, the Transportation Improvement Program, TxDOT’s Crash Records Information System (CRIS), air quality, land use, and related studies and assignments with sufficient expertise to train others. Developing and maintaining datasets using methods such as network analysis, suitability analysis, and other geospatial processes. Incorporating spatial data, methods, and algorithms into workflow using programming languages like Python and RStudio. Documenting best practices for collecting data, using analysis tools, and interpreting data. Operating, maintaining, and troubleshooting GIS-related hardware and software. Assessing and determining user needs for GIS software and databases and providing support to others in the development and application of GIS technologies. Developing and maintaining quality control procedures for data and maps. Working with planning and public involvement staff on GIS analyses. Assisting with communication/visualization of data collection efforts. Participating in developing and maintaining current information on our websites. Collecting and manipulating demographic data from census, surveys, and administrative records to analyze physical environment, access, and services for various transportation initiatives. Collecting, manipulating, and analyzing environmental data from statistical surveys and environmental dataset gateways to create visual content for transportation planning purposes. Participating in the public involvement process including attending public hearings and meetings as required as a representative of the AAMPOMaintaining current knowledge in transportation planning developments. Performing other related duties as assigned including responding to non-routine requests for information from other agencies and the public. Georeferencing vector and raster data in collaboration with staff. Collecting, analyzing, and interpreting large data sets, using advanced analytic techniques and reporting tools to detect patterns, trends and relationships in data sets. Building tools and web applications to automate data collection and create effective visualizations for various transportation projects or programs. Using visual analysis techniques in designing and building interactive, visual stories to be use for effective decision making by others. Required Knowledge, Skills, and Abilities

Extensive knowledge of the practice of GIS and cartography. Experience in working with a variety of statistical and programing languages (e.g., RStudio, Python, SQL, Arcade, and SAS) to manipulate big data and large data sets. Experience in spatial data science processes, practices, and applications including data enrichment, data ingestion, data management, data integration, data analysis, and data visualizations. Experience in overlay analysis and techniques. Experience in using ESRI GIS software suite in a Windows environment. Experience in creating, editing, and analyzing linear, polygonal, route, event, and geocoded control procedures. Working knowledge of relational database design and management principles and the SQL language. Knowledge of data analysis methods and processes and statistical techniques such as machine learning, pattern recognition, predictive modeling, data mining, and text analytics. Familiarity of ArcGIS Server Manager and relational database structures. Experience in and ability to create and maintain ArcGIS Online applications and database. Experience with Open Source GIS software (e.g., OpenStreetMap and Mapbox). Ability to communicate complex data in a simple and actionable way. Experience in applying Global Positioning System in the transportation planning process. Extensive knowledge of office software including word processing, spreadsheet analysis and presentation development (preferably Microsoft Office Word, Excel, Access, and PowerPoint). Effective writing and presentation skills demonstrating the ability to synthesize and present complex technical material in non-technical terms to a variety of audiences. Ability to establish and maintain effective working relationships with staff, technical committees, policy board, partner agencies, public officials and the public. Experience on data collection, research, and analysis to make informed professional recommendations. Ability to problem solve individually and in group environments. Ability to prioritize multiple tasks and complete tasks on time. Ability to share expertise with others. Ability to adapt to changes in work environment and deal with competing demands, delays or unexpected situations. Ability to learn and apply knowledge of local, regional and federal planning requirements. Ability to undertake self-development activities including looking for and taking advantage of opportunities. Ability to develop innovative approaches and ideas. Ability to apply principles of logical and system thinking to a wide range of intellectual and practical problems. Ability to pay attention to detail while maintaining a results-oriented focus. Ability to travel to different sites and locations to perform data collection or field work. Minimum Acceptable Experience and Training

Bachelor’s degree in geography, transportation planning, urban or regional planning, information systems or a related field and at least 2 years of increasingly responsible experience in GIS (preferably in transportation or urban/regional planning) OR any combination of education and experience that provides the employee with the desired skills, knowledge, and ability required to perform the job. Experience in applying ESRI GIS software suite in a Windows environment and cartography. Experience in working with a variety of statistical and programing languages (e.g., RStudio, Python, SQL, Arcade Data, and SAS) to manipulate big data and large data sets. Experience in Open Source GIS software. Experience using MS Access and MS Excel tools. Strategic and analytical capabilities. Team orientation and personal accountability. Possession of a valid Motor Vehicle Operator’s License, proper vehicle liability insurance, and reliable vehicle. Work Conditions

Mobility to work in a typical office setting, using standard office equipment, performing occasional fieldwork that will require extensive walking and some climbing while carrying equipment up to 30 pounds, ability to read printed materials and a computer screen, and hearing and talking to communicate in person or over the telephone are essential physical demands of the position. Traveling to meetings both inside and outside the AAMPO study area and infrequent evening and weekend work should be expected.
