New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.

New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.

The Department of Military Affairs is paid on a monthly basis.

This position is a Cooperative Agreement position.

As a CANDIDATE, you are required to provide documentation (i.e., High School Diploma or Equivalency, College Transcripts, ETC.) to verify meeting these Minimum Qualifications.

Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.

Minimum Requirements

A High School Diploma or equivalent; AND

Four (4) years of professional, full-time-equivalent experience in Engineering, Construction, or related field.

Education may substitute for experience a year-for-year basis.

Duties and Responsibilities

Serves as liaison with professionals. Coordinates with building and regulatory officials concerning various construction and regulatory laws and regulations. Coordinates with the Department of Military Affairs, architects, engineers, and contractors.

Assists in the estimation and acquisition method of labor and materials for construction projects, consulting in pre-construction planning, preparing purchase requisitions, scheduling material delivery, contacting and coordinating with outside vendors, and preparing production schedules and profess reports.

Prepares documentation for construction project scope development, solicitation, advertisement on the VS, pre-bed execution, and bed opening execution.

Performs construction related field inspection work, to include verification of survey, elevations, GIS mapping, and geospatial verification.

Knowledge, Skills, and Abilities

Knowledge of the principles, techniques, materials, and equipment used in building construction

Knowledge of engineering design, construction, project closeout, and operations

Knowledge of common ASTM testing methods and current construction test result standards

Skilled in the use of Microsoft Office programs such as Word, Excel, and PowerPoint

Ability to professionally interface with Senior Military Leadership and provide the appropriate level of customer service

Ability to plan, organize, and coordinate building construction project activities

Ability to understand construction contracts and work with Contracting Branch throughout the development, execution, and closeout phases of construction

Ability to respond to inquiries by staff, vendors, and contractors or disseminate inquiries to the appropriate office in order to support timely execution of construction

Ability to analyze and interpret engineering data

Ability to review constructability of engineering and architectural plan

Ability to monitor and inspect building projects

Ability to communicate engineering information and understand the chain of responsibility as it applies to such information

Ability to establish and maintain effective working relationships with others

Ability to understand and apply applicable rules, regulations, policies, and procedure

Able to travel at least 30% of the time with some overnight stays
