CRIMINAL INVESTIGATOR IV – Division of Racing Events Location:

Colorado Department of Revenue, Division of Racing Events.

Open only to Colorado residents. The Colorado Department of Revenue (CDOR) seeks a Criminal Investigator IV to support the enforcement of laws and regulations governing the Colorado horse racing industry.

Job Summary This role is responsible for criminal, regulatory, and financial investigations related to the racing industry and its operations. The investigator will enforce Colorado Division of Racing regulations, conduct investigations into unlicensed and criminal activities, and provide education and assistance to licensees.

Responsibilities

Process license applications and collect fees.

Conduct background investigations of applicants and perform complex background checks.

Investigate violations of Racing Regulations, Colorado Revised Statutes (CRS), and applicable local laws.

Carry out inspections and regulatory enforcement actions at racing facilities, including barns and Off‑Track Betting (OTB) locations.

Provide educational services to the public and guidance to licensees on regulatory compliance.

Prepare comprehensive investigation reports and testify in criminal and administrative hearings.

Maintain law‑enforcement certification and complete required training per internal policies.

Support Division initiatives such as updating SOPs, pre‑employment investigations, and specialty projects.

Mentor and train entry‑level investigators and lead the day‑to‑day activities of the Compliance Investigator Series.

Remain available for night, weekend, holiday work, and on‑call status for emergency response.

Qualifications

Eight (8) years of investigative experience in criminal and regulatory investigations.

Active Colorado Post (Peace Officer Standards & Training) certification at time of application.

Education in criminology, criminal justice, law enforcement, or related field, or equivalent experience equaling eight (8) years of experience.

Positive reference and background investigation results, including a tax check and psychological evaluation.

Valid Colorado driver’s license and current POST certification.

Preferred Qualifications

Knowledge of Colorado Division of Racing rules and regulations.

Experience with investigative databases and statutory interpretation.

Professional investigative or compliance experience in a regulatory environment.

Strong problem‑solving, planning, and organization skills.

Excellent communication, interpersonal skills, and ability to work independently.

Proficiency in Microsoft Office Suite and Google Workspace.
