The Office of Administrative Services is actively seeking one (1) Environmental Specialist.

This is professional work at the lead worker level in conducting field tests, sampling, and investigations to assess the natural environment and to determine sources of and methods for controlling pollutants in air, water, and soil. The work requires knowledge of environmental assessment and pollution control theories, principles, practices usually gained through degree‑granting schools, or an equivalent level of practical knowledge gained through experience. It provides technical guidance and may schedule, assign, train, and review the work of others. The administrative work is standardized, yet incumbents have the latitude to consider which of the many procedures or standards should be followed and in what sequence. The work involves use of judgment in search for solutions or new applications within one’s known experiences. The work is performed in a somewhat uncontrolled environment where there are some risks and hazards, but they are generally known, predictable and mostly controllable. The worker operates a motor vehicle and other standard office equipment including personal computers, field sampling and testing equipment. Physical demands are moderate and include walking and climbing to conduct field work and lifting or moving objects weighing up to 25 pounds. The work is performed under limited supervision where the assignments are subject to established procedures, practices, precedents, methods, techniques, standards, and well‑defined policies, and the worker plans and organizes the work, determines their own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness, and adherence to established methods.

Conduct field tests, sampling and investigations to assess the natural environment and to determine sources of and methods for controlling pollutants in air, water and soil.

Review field inspection reports and assign and monitor follow‑up corrective and enforcement actions and plans.

Investigate complaints concerning suspected violations of environmental laws, rules and regulations.

Coordinate and participate in enforcement actions with external agencies.

Draft, prepare and review reports, correspondence and other documents concerning complaints and enforcement activities.

Consult with management, other governmental agencies and industry representatives on environmental matters.

Develop data processing applications involving databases and spreadsheets to compile, inventory, and manage field testing, sampling and investigations data.

Order field equipment and supplies used in conducting field sampling, testing and investigations.

Provide technical guidance and may schedule, assign, train and oversee the work of others.

Operate standard office equipment including personal computer using Word, spreadsheet, database and related software and field sampling and testing equipment.

Operate a motor vehicle.

Demonstrate proficiency in the City of Jacksonville's competencies.

Perform related work as required.

Knowledge of environmental assessment and pollution control theories, principles, and practices.

Knowledge of field testing, sampling and investigation techniques and procedures.

Knowledge of federal, state, and local environmental laws, rules, and regulations.

Ability to provide technical guidance and schedule, assign, monitor, and review the work of others.

Ability to conduct field tests, sampling, and investigations.

Ability to prepare technical reports.

Ability to develop and use data processing applications involving databases and spreadsheets.

Ability to read, understand, interpret, and apply laws, rules, regulations, and technical manuals.

Ability to operate standard office equipment including personal computer using Word, spreadsheet, database and related software and field sampling and testing equipment.

Ability to operate motor vehicle.

Ability to communicate effectively both verbally and in writing.

Five years of education and/or experience in environmental, physical, or biological sciences; engineering; or a related field.

At least one year of experience in pollution control or assessment of the natural environment.

Bachelor's Degree from an accredited institution is preferred.

LICENSING/CERTIFICATION/REGISTRATION:

Depending on assignment, OSHA 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification may be required and must be maintained.

A valid driver's license is required prior to appointment and must be maintained during employment in this class.

Must qualify prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification.

OTHER REQUIREMENTS:

The probationary period for this class is six months.

Depending upon assignment, may be required to obtain specialized certifications.

Depending on assignment, this classification performs safety‑sensitive functions and is subject to pre‑employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville's Drug Free Workplace Policy (0401).

If assignment to Emergency Response Operations must have successful completion of sixteen (16) semester hours of college level chemistry (or the equivalent quarter hours).
