Plans, organizes, directs, and evaluates the City's Police Department, whose mission is to protect life and property in the community through law enforcement and crime prevention activities. The Police Department accomplishes this mission through the following functions: patrol activities; criminal investigations; traffic enforcement; crime prevention education and inspection activities; internal training; community policing; and cooperative efforts with other regional jurisdictions to resolve common police problems. Ensures incorporation of modern, efficient law enforcement technologies into the department's procedures, equipment, and methods.

Responsibilities

Appropriate business casual attire for office personnel and proper uniform attire for those departments that are so designated (Police, Fire, and Public Works Departments);

Allocates, directs, motivates, and evaluates departmental personnel to help: achieve their individual goals; collectively achieve the department's mission; and, lead to employees' growth and accountability for their actions;

Recruits and retains qualified personnel at all departmental levels, consistent with applicable laws, regulations, and City civil service procedures;

Establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork;

Prepares and updates short and long-range strategic plans to ensure the department's contribution to the City's overall plans and strategies;

Develops and analyzes the department's organizational structure and organizes major accountabilities and functions into effective and measurable units within this structure; ensures that personnel are deployed in shifts or working units that efficiently meet the community’s needs for police protections;

Directs training programs to prepare new officers to meet the challenges of police service, and update existing officers' skills to improve the Department's professional standards;

Establishes and maintains cooperative relationships with neighboring and regional law enforcement and security agencies to ensure coordinated, concerted police services to communities served by those agencies;

Directs ongoing research into new law enforcement technologies and trends, and recommends implementation of programs and equipment to help the Department achieve its objectives more efficiently;

Directs planning and presentation of crime prevention and safety promotion programs through civic, school, business, and other community groups;

Directs analyses of crime trends, juvenile delinquency, traffic conditions, white-collar crime, vice, narcotics issues, and related law enforcement concerns in the community; implements appropriate actions to meet needs surfaced by these analyses, and reports major issues and trends to the City Manager and City Council;

Serves as the City's representative to committees and organizations concerned with improvements in law enforcement, public education, and public relations;

Serves as a member of senior management on task forces and committees participating in the City's strategic planning efforts, and addressing citywide policy and management issues;

Presents departmental issues and recommendations on major issues requiring policy direction to appropriate advisory bodies and to the City Council;

Coordinates the Department's activities with those of other City departments and offices to ensure a consistent approach towards common projects and interests;

Prepares realistic and fiscally sound annual and special budgets to enable the department to achieve its objectives, including special activities assigned by the City Council; ensures that the department functions within budget appropriations;

Qualifications

Graduation from an accredited four-year college or university;

Fifteen or more years of progressively responsible related experience;

Alternatively, any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities;

FBI National Academy, FBI National Executive Institute and related law enforcement training and specialized workshops required;

Master certification by TCOLE and education as a Peace Officer; and,

Possession of a valid Texas Sate Driver License.

Extensive comprehension of the criminal justice system at the municipal, state, and federal levels.

Thorough knowledge of all aspects of police work, including modern crime prevention, investigation techniques, criminal identification, apprehension, detention, rules of evidence, traffic control and safety, and record keeping.

Skill in effective, clear, and persuasive oral and written communications to individuals and groups.

Ability to negotiate and administer contracts with outside vendors and service providers.

Resolves conflicts and gains cooperation among competing interest groups.

Identifies, implements, and refines the department's organizational structure to generate desired results as efficiently as possible.

Determines the department's future direction in response to changing community needs; Develops, implements, and monitors appropriate plans, schedules, and action steps.

Administers labor agreements and communicates effectively with organized personnel.

Develops and maintains productive relationships with elected officials, business leaders, advisory boards, the media, and the public.

EMERGENCY OPERATIONS CLASSIFICATION: TIER 1

– Essential: Employees with specific responsibilities that remain in the City on the job alternatively, at a designated location during an emergency.
