Job Description Hitachi Rail is looking for an enthusiastic self‑motivated Civil Works Site Supervisor who thrives in a fast‑paced environment. The position is based in Oakland, California.
Responsibilities
Report to the Construction Manager and ensure the construction of civil works and permanent way within a complex environment such as the modernization project of BART Subway.
Provide technical assistance, supervision and coordination of construction and installation works and testing of civil works and permanent way and any other related construction works under operational condition and engineering hours of the Subway. Supervise the decommissioning and recoveries works for the existing equipment of the Subway.
Examine the work progress issued by subcontractors, under your control, before submission to the Construction Manager.
Support the Construction Manager to detect changes regarding the design and plan and provide inputs to engineering for as‑built drawing.
Ensure the quality of the works (e.g. compliance of the works according to the project design and specifications), produce and implement the quality control plan related to the works under your responsibility.
Take over the work from other parties (civil partner or subcontractor, client etc.) checking their compliance to the design before allowing the electromechanical installation.
Verify and approve the construction and installation test packages issued by the contractors and subcontractors.
Ensure preliminary survey and asset information of the Subway existing conditions, perform the surveys required to verify interfaces and conditions required for installation of systems.
Supervise and support the Construction Manager for mobilization, installation and demobilization of site temporary works, offices and facilities.
Ensure execution of construction activities in compliance to the planning. Verify, prepare and update detailed planning in coordination with subcontractors and the Construction Manager. Report to the Construction Manager delays for activities under your control and propose remedial actions.
Verify and report the progress of work and resources employed on site.
Ensure compliance on site of the rules foreseen by the HSE Management plan for the works under your responsibility.
Produce method statements, risk assessments and relevant Work Package Plans, review and verify construction documentation, work package plans and planning issued by subcontractors.
Ensure optimization of resources (internal and external/subcontractors) in the project on site, using the project budget and planning as a baseline.
Agree with Construction Manager and develop site‑specific plans to be implemented in project program and budget.
Liaise with customers, authorities, contractors, partners, subcontractors for site and/or material takeover and handover. Provide input to Supply Chain planner for expediting deliverables by matching requirements of construction and installation schedule.
Ensure continuous updating and improvement of processes and procedures.
Accountabilities
Deep knowledge and experience in supervision of construction works in one or more of the following railway technological systems, preferably in metro and brown‑field conditions in civil works.
8–10 years’ experience as civil work engineer for supervision and management of installation works in new or existing projects. Advanced knowledge of applicable local laws, rules, railway standards and codes.
Experience managing and supervising construction of civil railway works, station and depot buildings, permanent way, preferably in brown‑field conditions. Experience issuing and reviewing subcontractor design and documentation, resolving technical issues on site, producing and reviewing method statements and work package plans, interfacing with other disciplines including power and systems.
Experience in utilities investigation and relocations, surveys and ground investigations.
Required Skills / Knowledge
8+ years of experience in Civil Works.

Education
Bachelor’s Degree in Structural or Civil Engineering or equivalent technical background.
Languages

The salary range for this position is $112,000–$168,000. Final pay is determined by the candidate’s experience, skillset, ability level, internal equity and location.
