Responsibilities Provide expert appraisal and market analysis services for OHCS affordable housing programs, focusing on the review and approval of Market Studies and Appraisal reports for funding decisions. Serve as lead for order appraisals when OHCS provides a permanent loan, maintaining objectivity and consistency. Consult internal staff and external stakeholders, develop programmatic standards for appraisal and market analysis, and ensure compliance with industry standards and regulatory requirements. Maintain integrity of OHCS investment decisions by ensuring accurate property valuations and market analyses inform the agency’s affordable housing development funding.
Minimum Qualifications
A Bachelor’s Degree in Business, Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating knowledge and skills; and four years general appraisal multi-family review work.
Alternative: Any combination of experience and education equivalent to seven years of experience.
Preference given to those with a current Oregon General Appraisal License.
Desired Attributes
Strong analytical skills for interpreting complex financial data and property valuations.
Knowledge of affordable housing programs such as HUD guidelines, LIHTC, and Section 8.
Attention to detail for accuracy in income and expense projections and market assumptions.
Regulatory and compliance awareness, including familiarity with USPAP and lender requirements.
Communication and reporting skills to present clear appraisal reviews.
Critical thinking and problem solving to evaluate assumptions and provide constructive feedback.
