Job Description

Senior IT Business Analyst for MDOC mission‑critical applications.

Collaborate with MDOC clients and DTMB professionals to develop requirements, analyze data, recommend process and business flows, and build consensus on both business and system requirements.

Lead activities associated with Requests for Proposals (RFP), estimate project costs, establish action plans, perform impact analysis, and implement testing strategies.

Liaise with vendors and serve as the IT system owner representing the agency for impact and strategic planning. Engage with MDOC to establish and fulfill agency strategic goals through exemplary IT services delivery.

Inform and elevate issues and risks promptly. Participate in DTMB or statewide IT initiatives as needed.

Knowledge, Skills, and Abilities

Knowledge of business analysis methodologies and process modeling.

Knowledge of IT project planning, development, and implementation with the ability to apply that knowledge to developing requirements and RFP narratives.

Knowledge of the Software Development Life Cycle and related methodologies such as Agile, CMMI, or other industry standards.

Knowledge of application development environments and related tools.

Experience in estimating, planning, and forecasting projects.

Experience documenting and gathering business, functional, or technical requirements for software projects.

Ability to effectively make oral and written reports and presentations.

Advanced proficiency with all MS Office applications, MS Project, and Visio.

Ability to draft requirements for RFPs for the procurement of IT solutions and services.

Ability to perform project‑level analysis and produce documentation such as swim lanes, sequence diagrams, use cases, etc.

Ability to work on complex business problems, analyzing and evaluating current processes for improvement.

Ability to direct and organize requirement capture activities; to establish project goals and objectives that support the DTMB and MDOC strategic plans.

Ability to identify problems, evaluate alternatives, exercise sound judgment, and implement effective solutions; to develop and evaluate policies and procedures; and prepare reports.

Ability to communicate effectively with vendors, customers, and enterprise technology management.

Ability to build and maintain effective relationships with cross‑departmental and inter‑agency teams, including effective communication with technical and non‑technical groups.

Ability to organize and develop test plans and test cases working with business subject matter experts.

Prior state government experience is a plus.

Education

Bachelor's degree desired in or related to computer science, data processing, computer information systems, data communication, networking, systems analysis, computer programming, information assurance, IT project management, or mathematics.
