Acceptable Experience and Education

Bachelor's degree from an accredited university or college in policy analysis, urban or regional planning, urban design, business or public administration, architecture, engineering, political science or a related field or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities. Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso. Essential Duties

Assists Director in planning efforts, and other highly complex staff assistance, within the Department, including the development, administration and updating of service plans within the County that identify infrastructure, service and other needs of the unincorporated and outlying areas in the County. Develop creative problem-solving skills to gather relevant information to solve vaguely defined practical problems, including demonstrating the ability to work on several projects or issues simultaneously, work independently and in a team environment, and ensure attention to detail while keeping broader goals in mind. Implements and coordinates functions between divisions of Department pertaining to integrating long-term and short-term range planning, subdivision development and review and revitalization techniques, challenges and opportunities. Plan, organize and coordinate the work of a major program or project, as assigned or in conjunction with other Department staff, including having the responsibility for planning, researching, developing, monitoring and evaluating program outcomes and performance. Act as a liaison between assigned programs within the Department and County, and other federal, state, county, community agencies and boards/commissioners, as necessary, including participating in regional planning issues as directed. Provides regular updates to the Director on the outcomes and challenges facing the Department’s divisions (Development Review & Inspections, Transportation, GIS Services and Infrastructure Management & Planning), including opportunities for improvement and recommended improvement systems and standard operating procedures to enhance operations and service delivery. Prepares and submits complex, comprehensive and technical documents on data analysis, special reports and recommendations, including reports to federal and state regulatory agencies and other technical support related to information and guidance on planning, development, transportation, transit or colonia rehabilitation issues; Planning & Development Knowledge

Meets with citizens, architects, engineers, contractors, attorneys, builders, developers and business representatives as part of pre-development and planning activities and assists in resolving issues brought to the attention of the Department. Develops, expands and administers neighborhood outreach programs in the County, including maintaining records of any and all neighborhood associations, facilitates meetings between Department staff and community groups and acts as liaison between community groups, government agencies, developers and elected officials in developing neighborhood plans as necessary. Lead project public engagement workshops and presentations for a variety of programs in accordance with applicable federal, state, local and County-specific requirements for outreach, notice and other such regulations. Provides planning data to the public and external agencies, as requested or required, related to Commissioners Court orders, codes, policies, plans, procedures and other data in coordination with the Development & Inspections Division and other appropriate staff at the direction of the Director. Prepares press releases and coordinate meetings with department head for Commissioner's Court as needed, as well as ensures timely response is delivered to requests for information from the Court. Substitutes, during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations; Commits self to providing excellent customer service and demonstrate commitment through cooperative team and individual efforts; and Creates a high quality work culture through participation in and emphasis on training and mentoring to develop leadership, management, and technical skills in self and all employees, including safety related training and skills. Other Important Duties

Performs other job related duties, within reason and capabilities as directed. Occasional driving throughout the county; As members of the County of El Paso Emergency Response System, all El Paso County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to train on emergency response and/or perform certain emergency services at the direction of their supervisor. Summary of Position

The Assistant Planner, under the guidance and supervision of the Director of Planning & Development, works to implement, assist, coordinate and report on all activities within the agency related to planning and development review, community development, transportation, public transit and other related functions within the Planning & Development Department. The planner, on assignment from the Director, will work to support and coordinate the various aspects of the four divisions within the Department: Development Review & Inspections, Transportation, Geographic Information Systems & Technology and Community Development. Organizational Relationships

Reports to: Director of Planning & Development Directs: This is a non-supervisory position-however, supervises as directed Other: Has contact with department heads and/or staff, including county elected and appointed officials, in order to coordinate and complete assigned responsibilities, alongside private land owners, the development industry, the general public, other governmental entities and other County employees as necessary. Minimum Requirements: Knowledge, Skills, and Abilities

Knowledge of: Advance understanding and application of research methods, analyses, mapping, reports and other best practices related to design and community planning, with an emphasis in planning in communities/areas with limited land-use and/or zoning authority; El Paso County Subdivision Regulations; El Paso County Sewage Disposal Regulations; Texas Local Government Code; sub division planning; urban planning principles, practices and methods; data gathering and research methods and techniques; Skill/Ability to: Reviews or assists in the review of moderately difficult development proposals and site plans for conformance with codes, plans, and regulations, including preparing and presenting detailed reports on development proposals to government bodies; Conduct field observations and data from a variety of government databases related to demographic and social markers related to land-use and urban or community planning; Conduct research, compile data, analyze findings, identify key issues and prepare professional recommendations; read and interpret documents such as rules, legal descriptions, and guidelines; Communicate effectively, both orally and in writing; establish and maintain effective and cooperative working relationships with those contacted in the course of work; Pass a Criminal Background Investigation; Each and every county position requires the following professional skills and abilities as key and necessary elements of performance: Demonstrate regular and reliable attendance; Work well with others and participate fully in a team oriented environment; Interface with other employees and customers in a courteous and respectful manner; Maintain strict confidentiality; Project positive support of their department and all county organizations at all times; and Maintain and enhance the County’s commitment to customer service excellence
