Construction Inspector (SCA) – Military Services Group

Primary Role Coordinates, inspects, and assists with the construction of new water treatment plants and distribution networks, as well as wastewater treatment plants and sewer collection system components, in accordance with approved construction and engineering specifications, policies, and practices of the Company. Utilizes expertise in field management, quality assurance, quality control, and report documentation to serve as the primary field contact between the Construction Manager and General Contractors for water and wastewater utilities.

Key Accountabilities

Performs field inspections of the construction and maintenance of water distribution and sewer collection facilities, overseeing earthwork, concrete, piping, painting, mechanical and electrical equipment, and instrumentation related to water and wastewater facilities or large infrastructure projects.

Interprets, implements, and enforces contract documents and specifications; communicates deficiencies to proper personnel.

Utilizes testing procedures, inspection protocols, and construction inspection techniques while performing QA/QC functions; identifies possible conflicts with other underground facilities or utilities.

Coordinates utility outages, approves contractor activities, and schedules outages in accordance with contract terms and customer requirements.

Participates in construction meetings, reports on schedule compliance, change orders, and coordination among construction managers, engineers, and external firms.

Reviews contractor safety programs and enforces compliance with safety regulations; follows Company Environmental, Health, and Safety policies and wears proper personal protective equipment.

Compiles and prepares construction reports, as‑built drawings, permits, maps, charts, and records as required.

Performs additional related functions as assigned by management.

Knowledge / Skills

Experience with construction inspections of water and wastewater facilities or large infrastructure projects.

Problem‑solving in low‑standardization environments and ability to interpret diverse instructions.

Reading and interpreting construction drawings, plans, specifications, and contract documents; applying material testing procedures.

Organizing and maintaining inspection field and office data, reports, and systems.

Proficient in mathematical calculations and interpretation of engineering scale, geometry, and algebra.

Effective oral and written communication with contractors, employees, consultants, and government agencies.

Basic knowledge of civil engineering principles, practices, and methods applicable to water and wastewater facilities.

Knowledge of laws, standards, and regulations related to construction, inspection, and safety.

Understanding of water distribution and wastewater collection systems, including construction, maintenance, testing, and disinfection.

Knowledge of engineering drawings, cut sheets, and stake‑outs.

Experience / Education

High School Diploma or GED with at least five (5) years of experience in water or wastewater distribution and construction of water distribution systems.

Inspection experience in the water and wastewater industry, minimum five (5) years.

Certifications / Licenses

Preferred: Industry‑related certifications, training, technical associate’s degree, or bachelor’s degree in civil engineering or related field.

Valid motor‑vehicle operator’s license with an acceptable driving record.

Work Environment

20% office; 80% field.

Regularly works outdoors in a variety of weather conditions; exposed to moving mechanical parts, extreme heat or cold, high or precarious places, wet/humid conditions, fumes, airborne particles, and noise.

Requires passing a Department of Defense background check for access to the military installation.
