Duties

The Pacific West Region is recruiting for temporary seasonal positions not to exceed 1039 hours of work in a service year. Dates of employment will vary between sites depending on funding, weather conditions and visitation. Within regulatory limitations, the length of the initial appointment may be shortened or extended depending on work availability and funding.

Duty Location is:

Major duties include processing grocery orders and purchasing groceries for multiple crews weekly; stocking the food commissary to complete grocery and sundry orders sent by crews for specific delivery dates and times; transporting food orders to staging areas; communicating via park radio system, satellite phone, and normal phone network with crews to receive orders and needs for weekly resupplies; purchasing groceries and supplies using a government‑furnished credit card. The role is responsible for stocking, handling, storing and transporting a full food supply operation for a range of 10‑50 personnel during the months of April through October. Items are loaded and unloaded with consideration given to safety, security and the protection of all items, and all outgoing supplies are labeled with a label identifier.

Vehicle operations include operating motor vehicles up to 26,000 GVWR in steep, wet, icy, slippery, dry, hot and cold conditions throughout parks and nearby cities. On occasion the employee may operate a pickup truck pulling an 8,000 lb. GVW or less trailer to deliver material and supplies to all areas of the parks. Other duties include sharpening and re‑handling hand tools used in trail maintenance, performing minor tool maintenance and preventive maintenance of equipment (e.g., oil change on portable generators), filling and mixing fuels for equipment used by work crews, storing liquid propane for crews’ weekly supply orders, delivering hay and grain products to staging locations, picking up parts and supplies for other work units when shopping for groceries, and intermittently feeding and performing welfare checks of park livestock when animal caretakers are not available.

Physical requirements : Incumbent works indoors/outdoors primarily during daylight hours. Work is performed both indoors and outdoors. Exposed to a variety of seasonal weather conditions while working outdoors (temperatures 100+ degrees). Indoor building temperatures range from 70‑90 degrees. The work environment is dirty, dusty and greasy, and soiling of clothes is inevitable. The work may involve sitting, bending, kneeling, twisting, awkward positions, standing, walking on uneven surfaces, and regular lifting of objects of up to 50 lbs. in weight.

Working Conditions:

Operates motor vehicles on a daily basis, in all types of traffic and weather on public roads and various terrains in the performance of duties, including on curving narrow mountainous roads and occasionally off‑road terrain, and is exposed to the danger of serious accidents. Must possess a valid State driver’s license. May be required to travel overnight and work weekend shifts. Incumbents are often required to stand on hard surfaces for extended periods of time and to bend, stoop and work in tiring and sometimes uncomfortable positions.

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males.

Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Must operate a government (or private) motor vehicle as part of official duties; a valid driver’s license is required. Must submit a Motor Vehicle Operator’s License and Driving Record and all certified driving records from all States that disclose all valid driver’s licenses, whether current or past, possessed, within a State sealed envelope or submitted directly by the State authorities. Travel, transportation & relocation expenses will not be paid. Relocation expenses will be the employee’s responsibility. Must wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. May be required to work on‑call, evenings, weekends, holidays, overtime and shift work. Applicants must be at least 18 years old or at least 16 years old and: (a) have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) have completed a formal vocational training program; or (c) have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) be currently enrolled in a secondary school and either work only during school vacation periods or work part‑time during the school year under a formal student employment program.

Qualifications

Have the ability to do the work of a Materials Handler without more than normal supervision. (SCREEN OUT)

This includes work such as processing grocery orders and purchasing groceries for multiple work crews.

Determining locations to purchase groceries and supplies, preparing orders for delivery; safely loading and unloading groceries, supplies and equipment by hand, pallet jack, or powered forklifts.

Performing maintenance and custodial duties.

Mixing fuels, sharpening tools, etc., and other similar duties.

Transport supplies and material by pickup truck or van.

CTAP/CTAP Clearance : Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well‑qualified level on all competencies. Accordingly, non‑competitive rehire eligibility allows for re‑appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements.
