Project Overview

  • Eligibility and enrollment system for health programs. It interfaces with federal and state systems ensuring compliance with ACA requirements. The platform handles high-volume transactions and integrates technologies like Java, AWS, Aurora Postgres, ForgeRock, and Salesforce.
  • Testing scope includes usability, security, regression, UAT, role-based, defect, functional, and Selenium automation, plus operational tasks like disaster recovery and release cutover validation.

Role Overview

  • The Functional Tester will execute manual and automated test cases to validate system functionality, ensuring compliance with requirements and quality standards. This role focuses on functional, UAT, and integration testing for complex eligibility and enrollment systems, collaborating with State and System Integrator teams.

Job Description:

Key Responsibilities

  • Review and execute test cases and scripts aligned to functional and non-functional requirements.
  • Perform UAT and validate test results against approved design documents.
  • Develop scenario roadmaps and write scripts from requirements.
  • Query Aurora Postgres for test data validation.
  • Conduct testing for high-volume, scalable web applications across multiple browsers, OS, and mobile devices.
  • Use tools such as SoapUI, React, EWM, and ALM for test execution and management.
  • Validate integrations with ForgeRock, AWS, and Salesforce platforms.
  • Identify and document defects, discrepancies, and provide detailed reports.
  • Participate in disaster recovery testing, release cutover validation, and advocate testing.
  • Collaborate with State and System Integrator teams to maintain quality standards.

Must-Haves:

  • 3 years in all phases of SDLC (waterfall and agile).
  • 3 years in UAT for large-scale eligibility/enrollment government IT projects.
  • 5 years developing scenario roadmaps and writing scripts from requirements.
  • 1 year querying Aurora Postgres.
  • 3 years testing high-volume web applications (>10,000 transactions/day).
  • 3 years using SoapUI, React, EWM, ALM.
  • 5 years combined experience testing conversion, Java web apps, and integrations with ForgeRock, AWS, Aurora Postgres.
  • 3 years identifying and documenting test results and discrepancies.
  • 3 years testing role-based security, batch jobs, and cross-platform/browser compatibility.
  • 2 years testing Salesforce applications.

Mandatory Qualifications

  • Authorized to work in U.S. (no sponsorship needed during term)
  • Willing/able to work onsite in Sacramento; remote only with State’s written approval
  • Accepts criminal background check fingerprinting (vendor-paid)
  • Will complete Form 700 (if required) and Ethics training per schedule
  • Signs NDA and Privacy/Security acknowledgments
  • Comfortable using State-issued device, VPN/MFA, and following encryption/security controls
  • Can support evening/weekend cutover windows when scheduled
  • Provides Resume Table mapped to MQs two references from cited projects
  • Agrees to use M365 formats and project templates; maintains document hygiene
  • Understands no public tools/personal devices for project data; uses masked/synthetic test data
  • Available for State interviews; able to meet onboarding timelines
  • Acknowledges substitution process if unable to start
