Position Summary The Program Director provides operational and program leadership in Crittenton’s Office of Refugee Resettlement (ORR) Shelter Program, a licensed residential facility governed by Title 22, Title 45, ORR Policy, and Community Care Licensing (CCL). Reporting to the Vice President of Residential Services, this role oversees unit supervisors and daily program operations to ensure regulatory compliance, safety, and trauma-informed care for unaccompanied children (UC). The Program Director leads residential operations collaborating with Lead Clinician to ensure seamless integration of treatment, case planning, and residential programming. The role oversees the Parent and Child Education (PACE) program, ensuring high-quality, trauma-informed services that support the development and well-being of parenting youth and young children.
Pay Range:
$72,800.00 - $104,000.00
Requirements Education / Experience Required
Master’s degree in psychology, social work, counseling, marriage and family therapy, or a related behavioral health discipline from an accredited program or university
Bachelor’s degree plus 5 years’ experience in child welfare administration, child protective services
In addition to either of the criteria above, the candidate must possess: 2 years of experience in program management or 2 years as director of a licensed childcare program
The Program Director must possess the administrator’s license for the care provider’s facility, if required
By state licensing, possess the administrator’s license
Supervisory experience and be licensed to provide clinical services in the state of California (LCSW, LMFT, LPCC, or PsyD) preferred
Demonstrated expert knowledge of ORR, HHS, Title 45, and Title 22 licensing standards
Experience managing staffing, operations, and safety within licensed residential or federally funded programs
Bilingual (English/Spanish) strongly preferred
Clearances and Requirements
Must successfully clear DOJ and FBI fingerprint checks
Must be cleared by ORR
Must be at least 21 years of age
Valid California driver’s license and current auto insurance
Must provide proof of immunity to vaccine-preventable diseases (e.g., Varicella, MMR, Tdap, TB, Influenza)
Completion of all required ORR trainings, including Employee Misconduct Acknowledgment, Code of Conduct, and Sexual Abuse and Harassment Prevention.?

Supervise Unit Supervisors and PACE staff, ensuring consistent staffing ratios, adherence to agency policy, and delivery of trauma-informed care
Partner with the Lead Clinician and Lead Case Manager to align treatment, case management, and residential programming into one cohesive, youth-centered model of care
Lead organizational change management efforts within the shelter, guiding staff through policy updates, system improvements, and new ORR directives with clear communication and accountability
