Job Overview The Payroll Supervisor leads the payroll and personnel records operations for the SFDPH, ensuring accurate and timely processing of payroll, compliance with labor laws, and collaboration with payroll, audit, and HR departments. The role involves supervision of staff, oversight of payroll systems, and continual improvement of payroll processes.
Key Responsibilities
Plan, assign, and review duties of subordinate employees involved in payroll, personnel records, and related reporting.
Oversee overall operation of the payroll division, reviewing certifications, appointments, and coordination with payroll audit.
Interpret labor contract provisions, civil service rules, and departmental regulations to explain pay and benefit rights to management, union officials, and employees.
Participate in departmental meetings, conferences, and staff reviews of new rules and procedures for payroll operations.
Coordinate with the Controller’s office, Health Service System, and Retirement System on payroll‑related interpretation and application of laws and controls.
Engage in continuous improvement of payroll processes, including electronic data processing and system enhancements.
Perform additional duties as required of the 1218 payroll supervisory class.
Minimum Qualifications
Five (5) years of progressively responsible clerical and office experience in preparation and maintenance of detailed payroll and personnel records and reports.
At least four (4) years of responsible supervisory experience.
Completion of at least 30 semester or 45 quarter units of relevant coursework (business administration, accounting, mathematics, HR, or related fields) may substitute for one year of non‑supervisory experience.
Holding a Certified Payroll Professional (CPP) Certificate may substitute for one year of non‑supervisory experience.
Ability to demonstrate understanding of payroll operations, electronic data processing, and labor law compliance.
Preferred Qualifications
Experience with large system payroll operations and complex reporting.
Previous supervisory role in a public sector payroll environment.
Selection Process
Position‑Based Test (PBT) exam covering payroll preparation, record keeping, labor law, and electronic data processing.
Applicants who meet minimum qualifications and pass the exam will be placed on an eligible list.
The final certification follows the Department of Human Resources guidelines.
