Position Summary This position will provide support to the Defense Threat Reduction Agency (DTRA) Strategic Threats Department (OB-ST) by providing guidance on the execution of arms control activities related to past and current nuclear arms control treaties and agreements. Further, the advisor will provide the On‑Site Inspection and Building Capacity Directorate (OB) and OB‑ST experience‑based guidance in support of the USG’s pursuit of follow‑on arms control agreements to the New Strategic Arms Reduction Treaty (START) and other bi‑lateral or multi‑lateral arms control agreements and treaties. The Government will require that the advisor participate weekly in arms control support activities for a total of eight (8) hours per week.
Essential Duties and Responsibilities
Support OB‑ST planning and execution of current treaties and agreements.
Attend arms control meetings, site assisted visits, and training engagements to assist the arms control community and the military services in the implementation of current treaties and agreements. For planning purposes, the Government anticipates (2) two such engagements per year.
Advise OB‑ST on operational considerations for future multi‑lateral or bi‑lateral arms control agreements. Deliverables shall be provided electronically in Microsoft Word or PowerPoint format and in printed copy.
Qualifications, Knowledge and Skill Required
Have in‑depth experience with or expertise in implementing bilateral arms control agreements and treaties, to include personal experience and expertise gained while participating on inspection and escort missions and/or attending various arms control meetings with relevant agencies within the strategic arms control community in the USG.
Specific experience will include five or more years implementing the New START Treaty through direct participation on treaty inspection and escort missions and supporting the interagency and the services in the development of arms control implementation policy and practices.
Physical and Environmental Requirements
May be required to use computer screen for extensive periods of time.
Extended working hours and travel may be necessary.
