Base pay range $140,000.00/yr - $152,000.00/yr

A Senior IT SME Consultant for this RFQ should be positioned as a high-end subject matter expert providing deep technical and transformation guidance across grants systems.

Position overview The Senior IT SME Consultant serves as a senior advisor and technical authority supporting the HHS Office of Grants (OG) and Division of Information Services (DIS) on complex IT modernization, architecture, and optimization decisions across Grants.gov, GrantSolutions, TAGGS, and OneGrants Cloud.

This role combines deep technology expertise with grants/business transformation knowledge to guide strategy, design patterns, and implementation approaches that meet modernization, cost reduction, and AI/analytics goals in a multivendor environment.

Key responsibilities

Provide expert advisory support across the transformation task areas, including current state assessment, transformation vision and roadmap, enterprise/data/AI architecture, implementation oversight, and stakeholder adoption.

Advise OG/DIS leadership on technology choices, architectural tradeoffs, and modernization sequencing, ensuring alignment with enterprise objectives, Zero Trust principles, and federal data/AI strategy.

Develop and review reference architectures, design patterns, and technical standards for grants platforms, cloud/data environments, and AI-enabled services, ensuring scalability, modularity, interoperability, and security.

Lead or support development of AI-enabled proof-of-concept on OneGrants Cloud, using OG data to demonstrate automation, analytics, and oversight improvements while adhering to trustworthy AI practices.

Serve as a senior reviewer for technical deliverables (requirements, designs, test strategies, migration plans), ensuring consistency with the enterprise vision, governance expectations, and quality standards.

Support project and program managers with expert input to risk/issue resolution, estimation models, technical debt prioritization, and OM cost optimization strategies across the grants ecosystem.

Guide stakeholder engagement and partner onboarding from a technical perspective, clarifying integration approaches, configuration options, and technology constraints for agencies and vendors.

Mentor junior consultants, analysts, and technical staff, fostering consistency in analysis methods, documentation quality, and best practice use of tools and platforms.

Required qualifications

Bachelor’s degree in computer science, information systems, engineering, or a closely related field; advanced degree preferred for complex enterprise/transformation work.

Typically 8–10+ years of progressively responsible IT consulting or architecture experience, including significant work on large-scale modernization, cloud, data, or AI initiatives.

Demonstrated subject matter expertise in at least two of the following: enterprise architecture, cloud platforms, data platforms/analytics, AI/ML, security/Zero Trust, or large-scale integration in regulated environments.

Strong experience advising senior stakeholders and leading technical strategy/roadmap efforts, not just execution, in multivendor or public sector environments.

Proficiency with relevant technical tools and methods (e.g., architecture modeling, data modeling, DevSecOps/CICD practices, analytics platforms) and with collaboration tools used in federal environments (e.g., SharePoint, project/issue trackers).

Excellent communication skills, with ability to translate complex technical topics into clear recommendations and decision options for executives and nontechnical stakeholders.

Preferred qualifications

Experience with federal grants, financial assistance programs, or similar large public sector mission systems and data ecosystems.

Familiarity with HHS, OMB guidance, DOGE mandates, and related federal policies on IT modernization, cost efficiency, and responsible AI.

Industry certifications such as TOGAF, cloud provider certifications, or advanced security/architecture credentials that reinforce SME status.
