SATCOM Systems Integration Strategist

– Modern Technology Solutions, Inc. (MTSI) is seeking a strategist to support the MSEIT contract at Space Systems Command (SSC) in El Segundo, CA. This role bridges the gap between users, stakeholders, architects, and software development teams to define, prioritize, and integrate future satellite communications (SATCOM) capabilities across the U.S. Space Force enterprise.

The SATCOM Systems Integration Strategist focuses on understanding mission and user needs, translating them into architecturally consistent and operationally relevant capabilities, and ensuring that new developments align with the Space Force’s north‑star vision for integrated SATCOM operations. This position emphasizes user‑centered design and mission effectiveness, ensuring future capabilities improve operational agility and enterprise coherence across space and ground segments.

The MILSATCOM Systems Engineering, Integration, and Test (MSEIT) effort provides leading edge Systems Engineering & Integration for the Space Force’s Space Systems Command. We support the acquisition of state‑of‑the‑art Military Satellite Communications systems, providing global secure, survivable, and protected communications for our nation’s warfighters.

Key Responsibilities

Capability Definition & Integration:

Identify, refine, and document stakeholder and user needs; define capabilities and integration pathways that align with enterprise SATCOM architecture and modernization efforts.

Stakeholder Engagement:

Collaborate with operators, mission owners, and program sponsors to identify operational gaps and shape requirements into feasible, impactful solutions.

Strategic Alignment:

Ensure proposed capabilities are consistent with SSC’s SATCOM enterprise architecture, data strategies, and digital modernization goals.

User‑Centered Design:

Lead discussions that move from user‑driven requests to user‑centered, mission‑focused solutions that enhance interoperability, efficiency, and resiliency.

Cross‑Discipline Coordination:

Partner with SE&I, cyber, DevOps, and software teams to ensure technical feasibility, traceability, and integration across space, ground, and network layers.

Program Integration:

Translate high‑level capability objectives into actionable program deliverables compatible with Agile or incremental development cycles.

Communication & Roadmapping:

Develop and present SATCOM capability roadmaps, strategy briefs, and integration concepts to government and contractor leadership.

Qualifications Required

Ability to obtain and maintain a DoD Secret clearance.

Bachelor’s degree in a technical field (e.g., Engineering, Computer Science, Systems Engineering, or related discipline).

8–12 years of professional experience in systems engineering, integration strategy, or capability development.

Demonstrated experience within SATCOM, space systems, or mission operations domains.

Proven ability to translate operational needs into structured, technically aligned, and strategically prioritized capability definitions.

Excellent communication, facilitation, and analytical skills, with experience interfacing across government, contractor, and operational teams.

Familiarity with DoD acquisition, SE&I, and space enterprise integration environments.

Desired

Experience supporting Space Systems Command (SSC), Space Operations Command (SpOC), or other U.S. Space Force or DoD programs.

Familiarity with Agile frameworks (Scrum, SAFe, Kanban) and Agile program environments.

Understanding of Agile scoping and MVP definition techniques such as MoSCoW, BORIS, Framing and Discovery, or similar prioritization methodologies.

Exposure to DevOps, cloud‑native, or Kubernetes‑based architectures and modern SATCOM software ecosystems.

Experience applying user‑centered design and human‑systems integration principles in mission software or command‑and‑control environments; proficiency with collaboration and visualization tools (e.g., Jira, Confluence, Miro, or equivalent).

Systems Engineering Professional (INCOSE CSEP), SAFe certification, or comparable credential.

TS/SCI eligibility preferred.

Compensation The pay range for this position in California is $136,000/year to $188,000/year; however, base pay offered may vary depending on established government contract ranges, job‑related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
