Overview
The Commissioning Authority Level 4 (CxA 4) builds upon the foundation of the CxA 3 role, demonstrating mastery in supporting a broad range of commissioning projects. This position involves advanced project planning and management responsibilities, with significant interaction and coordination across internal teams, external partners, and clients. The CxA 4 is key in ensuring high-quality outcomes for complex, mission-critical, and highly technical projects, while maintaining strong client relationships and clear, effective communication throughout the project lifecycle.
Responsibilities
Conducted and documented comprehensive design reviews to ensure alignment with project requirements
Review contractor submittals for compliance with commissioning scope and system requirements
Perform on-site construction inspections and generate detailed, actionable reports
Identify, track, and resolve non-compliance issues discovered during inspections and testing phases
Develop and execute pre-functional and functional performance test scripts for commissioned systems
Create commissioning plans and prepare clear, detailed commissioning reports for project stakeholders
Apply root cause analysis and troubleshooting skills to resolve complex system issues
Analyze trend data to assess system performance and verify corrections or optimizations
Use various analytical tools and test equipment to validate performance metrics
Exhibit strong written communication skills for technical reporting and documentation
Demonstrate effective verbal communication with a diverse audience, including owners, end users, contractors, and design team members
Work independently and manage workload with minimal supervision
Read and interpret construction documents, control system schematics, and electrical wiring diagrams
Attend and contribute to design review meetings throughout the project lifecycle
Develop commissioning cost estimates and assist with proposals and project interviews
Lead and participate in design review meetings, project planning, and coordination of complex projects
Independently manage full project execution while adapting to meet client expectations
Maintain strong knowledge of regulatory requirements across diverse facility types
Foster and grow relationships with clients and project teams to support long-term partnership and success
Required Skills / Abilities
Advanced Technical Knowledge of complex mechanical, electrical, and plumbing (MEP) systems, including controls and automation
Strong Analytical and Problem-Solving Abilities, including root cause analysis and system optimization
Expertise in Commissioning Processes, including planning, design review, functional performance testing, and final reporting
Proficient in reading and interpreting Construction Documents, specifications, wiring diagrams, and control system schematics
Clear and Effective Communication Skills, both written and verbal, with the ability to present technical findings to diverse audiences
Client Relationship Management, including the ability to understand expectations, tailor approaches, and maintain long-term partnerships
Proficiency with Commissioning Software and Tools, including data logging equipment and trend analysis platforms
Proposal Development and Cost Estimation Experience, including contribution to RFP responses and client interviews
Self-Motivation and Leadership, with the ability to guide teams, mentor junior staff, and work with minimal oversight
Education and Experience
Bachelor’s degree in engineering from an accredited university OR equivalent applicable industry experience (15 years)
Commissioning authority certification required
OSHA 10 safety training course
Degreed engineers should have obtained PE
Credential or certification related to an area of interest that demonstrates a desire or ability to be seen as a subject matter expert
Physical Requirements The physical requirements listed below represent the minimum standards that an employee must meet to perform the essential functions of this role successfully. Reasonable accommodations can be made to enable individuals with disabilities to perform these functions.
Regular travel to local and out-of-town project sites and meetings will be required
Project requirements drive travel schedules and will sometimes require 50-60% of your time committed to out-of-town projects
Ability to work in both indoor and outdoor environments; must also be able to drive in various conditions to conduct work
Work involves moderate exposure to elements, such as hot/cold temperatures, dirt, dust, and/or loud noises
Work environment involves some exposure to construction, mechanical, and electrical-related hazards or physical risks, which require following basic safety precautions
Performance of the required duties will require physical ability to climb permanent and temporary stairs, passenger use of construction personnel hoists, ability to climb ladders and scaffolds, and to negotiate work areas under construction
Regularly required to sit, use hands, and communicate verbally
Occasionally required to stand, walk, and reach with hands and arms
Must occasionally lift and/or move up to 10 pounds
