R01778# **Job Details:**### ## **Job Description:**Altera seeks a highly experienced Federal Program Manager to lead complex U.S. Federal and DoD programs from capture handoff through execution, delivery, and sustainment. This role ensures scope, schedule, cost, quality, compliance, and customer satisfaction targets are achieved across multi-year, multi-stakeholder initiatives.**Key Responsibilities (Detailed)**Program Leadership & Delivery: Lead integrated program planning and execution across scope, schedule, cost, risk, quality, and resources; maintain IMP and IMS. Establish IPTs spanning engineering, supply chain, quality, security/compliance, manufacturing, and test. Drive program milestones (SRR, PDR, CDR, TRR, PRR, FAT/SAT), configuration control, and change management. Implement EVMS and prepare required reports.
Federal Compliance & Governance: Ensure adherence to FAR/DFARS, ITAR/EAR, cybersecurity (NIST SP 800-171, CMMC), and program data rights. Manage contract deliverables: SOW/SOO compliance, CDRL/SDRL development and delivery, contract mods, and option exercises. Oversee subcontractor and vendor performance; flow down federal clauses.
Financial & Business Management: Own program P&L, baseline budgets, ETC/EAC, variance analysis, and forecasting; meet revenue, margin, cash, and backlog objectives. Drive risk/opportunity management and implement mitigation plans. Support pricing strategies, BOEs, ROMs, and cost volumes.
Customer & Stakeholder Engagement: Serve as primary point of contact for U.S. Government customers and Tier-1 primes; execute stakeholder communication plans, lead reviews, and resolve issues.
Technical & Mission Context: Align program execution with Altera’s FPGA device families, including Direct-RF FPGA solutions for EW, radar, secure communications, UAV payloads, and avionics. Coordinate environmental qualification and certification activities (MIL-STD-810, MIL-STD-461, DO-254, HALT/HASS, HAST/THB).
Proposal/Capture Support: Partner with BD and Capture Teams on pre-award activities, capture plans, win strategies, and compliance matrices. Lead proposal management for program volumes and support cost/price volumes.**Salary Range**The pay range below is for Bay Area California only. Actual salary may vary based on a number of factors including job location, job-related knowledge, skills, experiences, trainings, etc. We also offer incentive opportunities that reward employees based on individual and company performance.

Applicants must be eligible for any required U.S. export authorizations. ### ## **Qualifications:****Minimum Qualifications**12+ years of program management experience leading complex Federal/DoD hardware/software programs. Proven delivery across multi-year, multi-million-dollar programs with EVMS, IMP/IMS, and formal milestone management. Hands-on experience with FAR/DFARS, government contracts, SOW/CRD execution, CDRLs/SDRLs, and contract modifications. Working knowledge of export controls (ITAR/EAR), cybersecurity compliance (NIST 800-171/CMMC), and data rights. Bachelor’s Degree in Engineering or related; PMP/DAU certifications preferred.**Preferred Qualifications**Experience in Aerospace & Defense domains: EW, radar, secure comms, ISR/UAV, avionics, space systems. Familiarity with FPGA product lines and ability to translate technical value into program value. Supplier and subcontract management experience. Background in environmental qualification (MIL-STD-810, MIL-STD-461), avionics DO-254, reliability (HALT/HASS, HAST/THB).**Clearance & Work Authorization**U.S. citizenship required; ability to obtain and maintain a Secret clearance. Active clearance preferred.
