Purpose of the Job The purpose of this position is to perform semi‑skilled work in the construction, repair and maintenance of roads, right‑of‑ways, auxiliary structures and secondary roads; operate various types of construction equipment in accordance with safety regulations and procedures. The role ensures the safe operations of recycling and landfill, weighs vehicles, directs traffic and assists customers at the landfill, operates trucks, performs cleaning duties and trains new employees. The employee will be assigned to the Roads Division or the Recycling & Landfill Division and may be asked to work in either division on a temporary basis.

Supervisory Responsibilities This position does not supervise other employees.

Essential Duties and Responsibilities

Operate road construction and maintenance equipment including front‑end loaders, backhoes, bulldozers, motor graders, paving machines, street sweepers, transfer trucks and compactors in accordance with all safety regulations; and landfill equipment such as water trucks for dust control, compactors, scrapers, bulldozers and loaders for piling solid waste and maintaining lifts as required. Ensure compliance with safety and environmental regulations applicable to solid waste disposal.

Grade roads, pave roads, replace asphalt, patch and repair roads, clean roadways and sweep streets; maintain ditches and culverts by removing debris, installing culverts and ensuring efficient flow; move dirt at landfill operations according to precise regulations; plan land and slope grades for safe equipment operation and build refuse lifts.

Coordinate Department of Corrections inmate work detail.

Perform manual labor assignments as needed, including fire control, accident and hazardous materials cleanup, guardrail and foliage maintenance and debris removal; cut and remove brush and trees impacting roadways; assist landfill customers in unloading refuse safely and separate recyclable products at the landfill.

Follow safety regulations on all work‑zone and flagging sites, including placing barricades and cones; perform landfill liner leakage testing, waste‑oil barrel cleaning, freon removal from appliances, battery recycling storage and waste‑tire program; provide emergency road services related to fires, floods and roadway inspection.

Haul materials and transport vehicles and equipment to jobsites using various trucks and transporters.

Inspect, clean and perform routine operational checks on trucks and heavy equipment; report necessary repairs.

Perform traffic‑control activities including setting up signs and flagging traffic; direct traffic at landfill.

May perform emergency road services related to snow removal, flood damage repair, rockslides and fires.

Perform other duties as assigned.

Budget Responsibilities This position has no responsibility over any types of budget.

Project Responsibilities This position provides project coordination support for road maintenance and landfill maintenance projects.

Oral Communication Duties This position may train colleagues.

Written Communication Duties This position creates or edits documents, internal memos, timesheets and reports.

Interactions with the General Public Interacts regularly with internal coworkers and other departmental personnel over the telephone, by email, and/or in person. Incidental contact with the public may occur as part of the work location.

Interactions Specifically with Customers Regularly (More than 55% but less than 70% in a year).

Minimum Education/Directly Related Experience Required Minimum Education Required High School Diploma or GED.

Minimum Years of Directly Related Experience Required Two (2) years’ experience in road construction and maintenance and operation of related equipment; or two (2) years’ experience in landfill operations; or equivalent combination of education, training, and experience.

Professional Credentials Required Must possess and maintain a valid Driver’s License. Within three (3) months of employment, the written portion of the Commercial Driver’s License (CDL) testing must be completed. By the end of nine (9) months, a valid Arizona Class A CDL must be obtained. The probationary period will be met after six (6) months of satisfactory job performance and obtaining the Class A CDL. If the license has not been obtained during the first six (6) months, the probationary period may be extended for an additional three (3) months. If the Class A CDL is not obtained at the end of nine (9) months, the probationary period will be terminated. This position is subject to drug and alcohol testing.

— Skills necessary to perform semi‑skilled road construction and maintenance activities and operate heavy equipment, machinery, and vehicles. Critical thinking; problem solving; analyzing operations; troubleshooting; and time management.

Abilities Required

— Perform moderately heavy manual labor; safely operate heavy road construction equipment and vehicles; conduct traffic‑control activities; provide emergency road services related to flooding, fires, rockslides and heavy snow; inspect and maintain construction equipment and vehicles; lead and train other personnel. Read and write at minimum High School level; solve problems using inductive reasoning; make sense of multiple pieces of information; speak clearly and sensibly and maintain a calm demeanor in stressful situations.

Physical Demands

Occasionally stand to direct traffic, complete tasks and attend to incidents.

Regularly sit to complete reports and operate special equipment.

May be required to lift work‑related materials, equipment, and tools weighing more than 75 lbs.

Regularly require dexterity for special gadgets and machines.

May routinely walk to and from work sites, occasionally bend, stoop, crawl, kneel, and twist.

Work Environment Consistently perform work at external construction areas: new and maintained County roads, easements, waterways, and County landfills.

Safety Risk Exposure May be exposed to verbal abuse by customers or citizens; high‑level emotional distress; physical danger; mechanical hazards; chemical hazards; electrical hazards; blood‑borne pathogens and communicable diseases; fire hazards; explosives; respiratory hazards; extreme temperature; noise and vibration; and wetness and humidity.

Protective Gear & Safety Manuals Must constantly follow written safety procedures and manuals relevant to the division or department; consistently wear safety footwear, hearing protection devices, eye protection devices, and a hard hat.
