About the Role A federal services organization is seeking an experienced HR Analyst to support a digital transformation and cyber engineering office. This position serves as the primary Human Resources point of contact for the organization and works closely with senior leadership and NAVSEA HR stakeholders. Candidates with prior Navy or NAVSEA HR experience and personnel security exposure are strongly preferred. This role is currently

fully on-site

due to mission and administration requirements.

Key Responsibilities

Serve as the single point of contact for all HR activities supporting a NAVSEA program office

Report directly to senior leadership, including the Chief of Staff and Deputy Chief of Staff

Coordinate offboarding of departing personnel

Draft and post job announcements, organize interviews, and support hiring and onboarding activities

Track and report HR actions throughout the hiring lifecycle

Liaise directly with NAVSEA Total Force and Corporate Operations offices

Assist with workforce planning, personnel forecasting, and requirements development

Develop and maintain HR tracking tools, metrics, and ad hoc reports

Support development and execution of an annual HR strategy aligned with organizational goals

Basic Qualifications

Bachelor’s degree in Human Resources, Business, or a related field

OR

5 years of experience supporting Navy HR programs

Active DoD Secret security clearance

Strong proficiency with Microsoft Office 365 (Teams, Word, Excel, PowerPoint)

Excellent written and verbal communication skills

Strong organizational skills and attention to detail

Ability to quickly learn new tools, processes, and government HR systems

Preferred Qualifications

Prior experience supporting HR activities within NAVSEA

5+ years of experience in a Navy HR environment

Experience using DCPDS and TWMS

Experience developing or supporting strategic HR plans

Background supporting hiring initiatives, onboarding, and workforce planning in a federal environment

Additional Responsibilities This role may also support limited Personnel Security / Administrative Security Assistant functions, including:

Supporting annual security self-assessments and inspection readiness

Assisting with inspection follow-ups and corrective actions

Using DISS to verify clearance eligibility and “need to know” access

Submitting and tracking Visitor Access Requests (VARs)

Maintaining and reviewing personnel security records

Acting as a liaison between program leadership and personnel security offices

Advising management on personnel security and insider threat considerations

Work Environment

Mission-driven federal program environment

High level of interaction with government stakeholders

On-site presence required due to clearance and operational needs

$90,000 - $110,000 a year
