Overview:
The Provost’s Office is seeking a Budget & Finance Manager, who oversees financial planning, budgeting, and fiscal management for the Division of Academic Affairs. This position ensures fiscal responsibility, compliance with university policies and accounting principles, and efficient management of institutional resources, providing strategic financial analysis to support decision‑making in close collaboration with leadership.
Essential Duties and Responsibilities
Oversee financial planning, budgeting, and fiscal management functions for the Division of Academic Affairs
Forecast current and future spending for all Provost Office budgets
Coordinate the annual budget development process for the units under Academic Affairs
Analyze and summarize budget requests for accuracy, reasonableness, and strategic alignment for Provost review
Prepare and process relevant budget and expense transactions for Provost Office accounts
Review and approve compensation‑related forms and contracts for Academic Affairs
Review and approve procurement‑related submissions for the Office of the Provost
Maintain position control for Academic Affairs in collaboration with the Budget Office
Review and approve pre‑award spending requests
Oversee and manage Grant Buyout Reassigned Time process
Manage startup and professional development fund allocations
Analyze and track day‑to‑day spending to ensure the effective and compliant use of funds in accordance with university policy and GAAP for all Provost Office operational budgets
Support data analysis initiatives and dashboard development to ensure accurate and efficient reporting (e.g., Rowan Online Dashboard, Sensitivity Analysis)
Provide training and guidance to division staff for accounting and budgeting processes and policy compliance
Develop and maintain divisional policies and procedures for key administrative areas
Represent Academic Affairs in audits, financial studies, and process‑improvement initiatives
Perform other related duties as assigned
Qualifications
Bachelor’s degree in Business Administration, Finance, Accounting, or a related field; Master’s degree preferred
Minimum of five years of advanced financial management experience
In‑depth knowledge of higher education budget structures and administrative practices and regulations
Strong analytical skills with the ability to interpret complex financial data
Proactive problem‑solver who anticipates challenges and identifies opportunities to make improvements
Excellent attention to detail, ability to manage multiple tasks in a fast‑paced environment, and strong organizational skills
Excellent written and verbal communication skills, with a strong customer service orientation
Proficiency in MS Excel and Office Suite; proficiency in Banner, PageUp, and Tableau preferred
Salary & Benefits
Annual base salary range: $105,000.00 – $115,000.00, determined by factors such as scope, experience, education, and market considerations
Benefits include comprehensive NJ State health, dental and retirement benefits; extensive accrued time off/paid holidays; tuition reimbursement for employee, spouse, and dependents (undergraduate degrees only for spouse and dependents)
