Brief Job Description Under the supervision of the Vital Statistics Deputy Director/Administration Director for Vital Statistics Section (VSS) and coordinating with the Community Health Improvement (CHI) Division Office Finance team, the Financial Analyst III will perform advanced financial analysis and monitoring of technical and program-related operations, projects, and procurements that support revenue and expenditure forecasts, financial and operational impact, budget and operational impact, performance measures, and project deliverables for the Section. The role coordinates financial processes, reviews, and evaluates financial data to ensure compliance with federal, state, and DSHS regulations. The Analyst works independently with substantial latitude.
Essential Job Functions
40% – Financial Analysis and Reporting:
Administers financial aspects of Section programs, prepares and reviews budgets, verifies source documents, recommends allocation of resources, coordinates reporting processes, and ensures compliance with financial standards.
35% – Compliance:
Performs advanced financial analysis, monitoring, reporting, and regulatory work related to revenue collections and budget appropriations; ensures compliance with laws, regulations, and DSHS policies.
10% – Strategy and Appropriation Financial Analysis:
Collaborates on monitoring revenue and expenditure trends, prepares legislative appropriation requests, analyzes cost estimates, evaluates fiscal impacts of proposed rules and legislation, and responds to inquiries from legislative and executive offices.
10% – Financial Point of Contact:
Serves as primary financial resource, provides guidance, meets regularly with CHI Division Office, and trains staff on financial policies and procedures.
5% – Related Work:
Participates in disaster response or continuity of operations (COOP) activities as needed.

Knowledge of local, state, and federal laws and regulations relevant to Texas state agencies.

Initial Screening Criteria
Bachelor's degree in accounting, finance, business, public administration, or related field preferred.
Three or more years’ experience with a state agency’s annual operating budget development, monitoring, and management preferred.
Experience with State of Texas Legislative Appropriation Request process preferred.
Experience with advanced Microsoft Excel and/or Microsoft Access. Experience using CAPPS Financial queries and/or reports preferred.
Experience may be substituted year for year for formal education.
