Department Overview This position serves an important role in the Office of Civil Rights Investigations and Compliance (OCIC) as it supports the mission, goals, and objectives of Oregon Health & Science University. OCIC fosters a safe, diverse, equitable, and inclusive learning environment and workplace culture. The role conducts outreach, intake interviews, and referrals in response to civil rights and Title IX complaints from employees, students, patients, volunteers, and others affiliated with the University. Responsibilities include thoughtful outreach to reporting parties, facilitating contact with supportive resources, conducting neutral assessments of incoming reports, performing trauma‑informed intake interviews, and providing case management services and investigative support when appropriate. The position also builds partnerships, facilitates referrals throughout the University, and supports communication with all levels of management and academic leadership in civil rights and Title IX matters.
Function / Duties of Position
Case Intake:
Administer OCIC case intake process, including Title IX, independently and in accordance with federal, state, and local laws and the University’s policies.
Provide resources and information to reporting parties to help them understand available options.
Conduct initial and ongoing safety planning.
Assess reports to ensure routing to the proper department based on statements and interactions with the reporting party.
Recommend interim measures and informal resolutions.
Facilitate the formal complaint process and take statements from impacted parties.
Act as the second investigator in formal complaints, ensuring clear communication of process to the complainant.
Participate in fact analysis with investigators during formal investigations.
Provide independent assessment of institutional processes (HR, Legal, Academic) to identify potential bias or needed review.
Confidential Resource:
Create and maintain effective working relationships within a diverse population and with people from various cultural backgrounds.
Represent OCIC in collaborative work with Confidential Advocacy Program, Ombuds, and counselors in the Student Wellness Center.
Develop relationships with OHSU‑based support services as well as community‑based services and programs.
Provide trainings in prohibited discrimination areas such as race, gender, sexual orientation, disability, age, religion, harassment, retaliation, and accommodation requests under guidance of the Director.
Independently advise and collaborate with directors, managers, Human Resources, and others on civil rights compliance and corrective action.
Maintain continuing education on best practices for investigations and changes to federal and state laws governing investigations and accommodations.
Other duties as assigned.
Required Qualifications
Education and Experience:
Bachelor’s Degree.
Three years of investigative experience involving civil rights complaints.
Knowledge, Skills, And Abilities:
Knowledge of federal, state, and local civil rights laws and Title IX regulations.
Knowledge of equal opportunity and affirmative action laws.
Ability to conduct, plan, organize, and lead case intake and investigative procedures.
Excellent oral and written communication skills.
Excellent interpersonal skills, including listening and analysis of complex issues.
Conflict‑resolution strategy development.
Fluency with technology, including Microsoft Office Suite.
Experience working with diverse backgrounds and cultures.
Ability to maintain confidentiality and professional relationships while handling sensitive civil‑rights issues.
Self‑prioritization of multiple concurrent priorities and meeting deadlines.
Effective teamwork and leadership in a collaborative environment.
Ability to engage individuals in group settings.
Response to ad‑hoc requests and time‑sensitive resolution.
Preferred Qualifications
Juris Doctor (JD), Master’s Degree in higher education, law, or related field.
Multicultural training and experience.
Alternative Dispute Resolution training and experience.
Experience working with individuals who have experienced sexual violence, sexual harassment, or other forms of discrimination and harassment.
Experience working with a unionized workforce and with students.
Federal, state, civil rights training; Title IX training; investigative training.
Experience with trauma‑informed interviewing or other trauma‑informed care techniques.
Experience working with diverse groups.
Experience working in higher education.
Experience with labor and employment laws.
Experience with Clery Act reporting requirements.
Additional Details Employee may handle approximately 2–15 intakes per week and process 200–250 complaints per year. This position is periodically exposed to disturbing material, such as pornography, sexual assault, and racial slurs. Travel to and participation in community outreach events and training are required.
