RedSky is seeking a Contracting Specialist to support our Department of Defense (DoD) acquisition and contracting operations. This position combines advanced knowledge of DoD contracting processes, federal acquisition regulations, and electronic contract writing and management systems with mission-driven technical system administration. The successful candidate will possess a background in DoD contracting, an active Top Secret clearance (SCI eligible), and proven experience supporting complex acquisition environments.
Responsibilities
Prepare, review, and maintain solicitation, award, and modification documents using Procurement Desktop-Defense (PD2), Electronic Contract Writing Management System (ECWMS), or other contract writing systems, ensuring accuracy and compliance.
Ensure compliance with Federal statutes, FAR, DFARS, SOFARS, and relevant DoD/Agency policies throughout the contract lifecycle.
Conduct research and provide resolution for a spectrum of complex contractual matters; draft internal/external correspondences as needed.
Assist the Contracting Officer (CO) in developing cost/price analyses, IGCEs, and in the preparation of negotiation documentation and records of negotiation.
Experience in approval, planning, documentation, monitoring, and reporting requirements for pre-award, award, and post-award activities.
Assist with the preparation and processing of modifications, supporting documentation for incremental funding, exercise of options, period of performance extensions, scope changes, contract clause clarifications, and related actions.
Coordinate and support all documentation for contract terminations, whether for the convenience of the government or for default.
Complete electronic filing and proper record-keeping of all acquisition documentation as required by policy.
Ensure the functionality of the contracting infrastructure by managing network credentials and maintaining appropriate system access levels.
Administer contract writing systems to include ECWM and PD; performing report writing, conducting system scripts, resolving error logs, troubleshooting interface issues, and coordinating with system help desks for escalation/resolution.
Develop custom and ad hoc reports to meet management and mission requirements.
Support software upgrades, IA vulnerability mitigation, and system deployments in accordance with DoD requirements.
Respond to data calls and ensure overall data integrity.
Maintain proactive communication with the COR and notify of any contract modification conflicts with DoD policy or regulation.
Qualifications
Bachelor’s degree in a relevant field and 3+ years of related work experience, or equivalent practical experience.
CompTIA Security+ required.
Minimum four (4) years of recent DoD services contracting experience in a similar scope. Proficiency with contract writing/procurement systems such as PD2/SPS, ESWMS, ECWM, CON-IT or equivalent required.
Proficiency in Sybase SQL script writing.
Demonstrated ability to support IT applications, including Standard Procurement System (SPS), Procurement Desktop Defense (PD2), Wide Area Workflow (WAWF), Microsoft Office Suite of applications (Word, Excel, PowerPoint, Outlook), and Adobe Acrobat.
Ability to travel occasionally to DoD sites within the continental United States (CONUS) for system and user support.
