Overview The Specialist position is considered an expert position that has a comprehensive and authoritative knowledge of or unique skillset in a particular area. The Business Analyst reviews, analyzes, and evaluates business systems and user needs, formulates systems to parallel overall business strategies, and is experienced with business process reengineering and identifying new applications of technology to business problems. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
Brief Job Description Under the direction of the WIC Technology Administration Director, the Lead WIC Business Analyst (BA) provides day‑to‑day direction to assigned staff and works closely with both technical and non‑technical staff to plan, assess and document requirements. The Lead BA is responsible for creating and implementing a project plan that includes business and gap analysis work that supports the WIC MIS system and results in system requirement documentation. Responsibilities include tracking and reporting on project milestones; identifying, managing, and escalating project risks and issues; and leading team members, as well as technical and non‑technical subject matter experts to deliver project objectives. The Lead BA guides the team in reviewing the WIC MIS system; analyzing complex technical and business processes, prioritizing needs; and coordinates the gathering, development, and documentation of requirements. This position works under limited supervision with considerable latitude for initiative and independent judgment.
Essential Job Functions
Develops, manages, and implements the WIC MIS requirements documentation project plan. (40%)
Coordinates all project activities, including reviewing the current MIS, translating current MIS functionality into usable system requirements, gathering and documenting business needs and system requirements, and performing a gap analysis of existing system documentation against federal, state and program requirements. (40%)
Provides support, direction and guidance to team members in analyzing current systems and supporting documentation to develop business requirements and conducting a gap analysis of existing system functionality documentation against current documentation and program requirements. (25%)
Develops expertise and assists team members in developing expertise in the assigned application, obtain stakeholder sign‑off on requirements and priorities. (20%)
Collaborates daily with team members to monitor progress, proactively identify issues, and report status. (10%)
Other duties as assigned. (5%)
Location & Availability The position will be remote with the potential to be in office as instructed by management for tasks assigned. Program will only allow candidates who are

Minimum Requirements
10 years Business analysis experience, including requirements elicitation and documentation. (Required)
10 years knowledge of Project Management Framework. (Required)
10 years knowledge of large‑scale IT operations and information technology industry trends. (Required)
10 years skill in defining all types of requirements, functional specifications, and other deliverables. (Required)
10 years skill in interpersonal relationships, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel. (Required)
10 years ability to create clear, complete, and actionable requirements documentation. (Required)
10 years ability to ensure accuracy in documenting system functionality and regulatory requirements. (Required)
8 years skill in interpersonal relationships, negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel. (Preferred)
5 years minimum experience working with government regulations or compliance frameworks. (Preferred)
5 years minimum experience in project management. (Preferred)
5 years minimum experience leading a team or workgroup. (Preferred)
5 years skill in policy interpretation and translating regulations into system requirements. (Preferred)
5 years skill in requirements elicitation techniques such as reviewing current MIS functionality and translating into requirements. (Preferred)
4 years graduation from a four‑year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. (Preferred)
2 years experience with gathering management information system requirements at a large organization. (Preferred)
2 years experience creating solicitation or contract requirements. (Preferred)
1 year preferred PMI‑PBA or IIBA CBAP. (Preferred)
