Perform highly complex (senior-level) attorney work and act as legal counsel to Health and Human Services facility programs (state hospitals and state supported living centers). Advise agency management and staff on legal matters concerning human resource management, personnel issues, and related policies and laws; interpret and apply state and federal laws and regulations. Review, draft, and comment on legislation, statutes, rules, policies, and regulations related to agency operations, human resources, and employment law; conduct legal research; prepare opinions interpreting court cases, statutes, regulations, and Attorney General opinions. Provide legal support and advice to Human Resources; identify legal solutions; contribute to the development of agency policies; participate in training for agency staff; engage in work groups and special projects. Represent the agency in administrative hearings related to employment law; prepare and review related legal documents; coordinate hearings and related processes. Travel primarily within the state (approximately 5%). Qualifications
Licensed to practice law in the State of Texas; member in good standing with the State Bar of Texas. Must have a JD or LLB from an accredited law school and at least four years of legal practice experience. Knowledge of legal principles, practices, and proceedings; familiarity with state and federal laws, rules, regulations, and agency administrative rules. Strong research, writing, and analytical skills; ability to plan and organize work; capability to conduct hearings and prepare opinions and briefs; ability to supervise others as needed. Additional Information
Employment law experience is preferred. Telework eligibility is available; all positions are subject to state and agency telework policies and business needs.
