Transportation Engineer 3 - Construction/Design/LPA - Garfield Hts., Cuyahoga County
Position number: PN 20056027. Location: Garfield Heights, Cuyahoga County, Ohio.
What You Will Do The ODOT District 12 Capital Programs Department, which includes the Planning, Design, and Construction sections, has several position vacancies that require the expertise of a professional engineer. Responsibilities TE3 – Bridge Design & Project Lead
Develop construction plans for non-complex bridge projects such as structural steel painting, wearing surface replacement, and bridge maintenance projects.
Oversee the plan development of construction projects that range from bridge painting to complex high-level bridge replacement.
Lead multiple bridge projects simultaneously.
Assist with project scope development including schedule and budget.
Coordinate project delivery through ODOT’s Project Development Process (PDP) and the Locally Administered Transportation Projects (LATP) Manual.
Lead and monitor the plan development process, performing reviews (e.g., AER, Stages) for conformance with ODOT Standards and Federal compliance requirements.
Coordinate and collaborate with stakeholders, local agencies, and internal staff.
Plan, organize, and conduct project meetings.
Answer pre-bid questions.
Address design-related construction issues.
Provide input for the consultant selection process.
TE3 – Local Public Agency (LPA) Project Lead
Coordinate project delivery through ODOT’s Project Development Process (PDP) and the Locally Administered Transportation Projects (LATP) Manual.
Provide project oversight on multiple LPA-sponsored projects simultaneously, including Local Let and ODOT Let.
Provide guidance and direction from scope development through completion of Plan, Specification and Estimate (PS&E).
Lead and oversee the plan development process, performing reviews (e.g., AER, Stages) for conformance with ODOT Standards and Federal compliance requirements, documenting decision making.
Assist the LPA Program Manager by coordinating regularly with Local Public Agencies/Project Sponsors, including attending meetings and site visits.
Review project estimates, funding participation, and TIP/STIP coordination.
Monitor the LPA’s plan delivery process, schedule and budget.
Provide support with consultant selection process.
Work with LPA’s and internal staff on ODOT let projects to address design-related construction issues.
Assist LPA’s with challenging design issues or unique situations.
TE3 – Design Engineering Project Lead
Oversee the plan development of multiple construction projects simultaneously.
Assist with project scope development including schedule and budget.
Coordinate project delivery through ODOT’s Project Development Process (PDP).
Lead and oversee the plan development process, performing reviews (e.g., AER, Stages) for conformance with ODOT Standards and Federal compliance requirements.
Coordinate and collaborate with stakeholders, local agencies, and internal staff.
Plan, organize, and conduct project meetings.
Answer pre-bid questions.
Address design-related construction issues.

Oversee and administer multiple construction projects of varying complexity.
Work closely with Design and Maintenance Departments to address issues and future project considerations.
Perform constructability plan reviews.
Process change orders and estimates.
Utilize multiple computer software programs such as GoForms, Mobile Inspector, AASHTOWare Project (AWP), etc. to manage construction projects.
Manage in-house and consultant inspection staff.
Act as a mentor for upcoming project engineers and interns.
Who We Are Looking For The District 12 Capital Programs Department is seeking licensed Professional Engineers in the State of Ohio who are passionate about public service, conscientious, self-directed, adaptable problem solvers, and take initiative to manage issues independently. Candidates should have a good understanding of engineering principles, design standards, and the ODOT project development process. Candidates should also have proficiency in reading and interpreting plans and contract documents. Strong communication skills are essential for interacting and building relationships with various team members, project stakeholders, public officials, contractors, and external customers. Candidates who value and pursue professional development can build upon their expertise and experience by utilizing the many training opportunities available to ODOT employees such as CADD, project management, subsurface utility relocation, and other technical trainings.

Minimum Qualifications
Licensed as a registered professional engineer by the Ohio State Board of Registration for Professional Engineers & Surveyors.
12 months experience as group or project leader providing work direction & training to engineering technicians and/or lower-level engineers.
12 months experience in conducting engineering related research (only applies to staff specialist positions).
If assigned to operate a state vehicle to travel to & inspect project sites, must possess a valid driver’s license.
Alternative qualification:
Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 months experience as Transportation Engineer 2, 85642.
Equivalent of minimum class qualifications may be substituted for the experience required, but not for the mandated registration.
