Job Description

With general direction, gathers, compiles, and analyzes data across a broad range of disciplines for purposes of conducting environmental impact assessments pursuant to the California Environmental Quality Act (CEQA) and/or the National Environmental Policy Act (NEPA).

Conducts basic to high-complexity analysis for CEQA and NEPA documents, other technical studies, and plans.

Reviews analysis conducted by junior staff or subconsultants and recommends improvements/changes as necessary.

Performs or oversees field investigations, surveys, studies, or other research in order to compile and analyze data on environmental impacts of prospective land uses or development/infrastructure proposals.

Collaborates with engineers, designers, clients, and subconsultants to research, analyze or resolve complex environmental impact-related project issues.

Reviews land use plans for compliance with applicable local, state and federal environmental laws. Escalates any legal compliance issues as necessary.

Prepares, or assists in preparing, CEQA and/or NEPA documents, including environmental impact reports or environmental impact statements; negative declarations / mitigated negative declarations or environmental assessments; CEQA categorical exemptions or NEPA categorical exclusions; and other related CEQA and/or NEPA documents, notices, and other materials.

Assists in public outreach, including preparation of project information materials, presentations, and public meeting/workshop materials.

Assists the Project Technical Leader in managing project workflow, quality, and deliverables.

Provides technical guidance and training to more junior staff.

Mentors more junior staff and develops them for future growth within the discipline and firm.

Performs other duties as required.

Collaborates with sales staff to develop proposals in response to current and potential client requests for proposal (RFPs).

Reviews draft proposals for adherence to firm, industry, state, local, and federal regulations and best practices.

Meets with current and potential future clients to review their current and future CEQA/NEPA compliance needs.

Minimum Qualifications

Bachelor's degree in Civil Engineering, Urban, Community or Regional Planning or related discipline. AICP, PTP, PE, CEP or approved certification in a related field. Or Master's degree in Civil Engineering, Urban, Community or Regional Planning or related discipline.

7 years of related experience with bachelor's degree or 6 years of experience with Master's degree.

Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

Equivalent additional directly related experience will be considered in lieu of a degree.

Preferred Qualifications

Expertise in writing CEQA and NEPA documents for a variety of agencies and project types and sizes.

Transit and Aviation CEQA/NEPA experience.

Skills and Abilities

Expert knowledge of principles and methods for completing environmental impact assessments of land use and infrastructure projects and regulatory programs in compliance with CEQA and NEPA.

Expert knowledge of laws, legal codes, court precedents, government regulations, executive orders, agency rules, and the public involvement process.

Knowledge of the practical application of engineering science and technology, such as models used to evaluate impacts to air quality, transportation, and noise.

Excellent written and oral communication skills.
