Texas Department of State Health Services (DSHS) invites skilled public health professionals to contribute to our vision of a Healthy Texas. This Program Specialist VI, part of the HAI Quality Assurance Department, will shape and manage major Healthcare Safety Unit publications and communications.

Key Responsibilities

(40%) Plan, prioritize, and perform scientific writing and data‑related technical, training, research, planning, policy, program assessment, and administrative activities. Oversee delivery of services, provide technical assistance for the Healthcare Safety Unity of the Office of the Chief State Epidemiologist, and create efficiencies. Coordinate collection, organization, analysis and preparation of materials for program information and reports, and monitor administrative and performance reports.

(30%) Serve as lead worker providing direction to others. Ensure compliance with policies, statutes, and rules; take corrective action. Provide advice and counsel on program policies, oversee studies, analyses of operations and prepare reports of findings.

(25%) Analyze legislation to develop policy recommendations and assist in responding to legislative and external inquiries. Write Texas Administrative Code and CDC grant requirements, reports, and documents.

(5%) Perform other duties including participation in disaster response or COOP activation. May require alternate shift pattern or location.

Knowledge, Skills & Abilities

Knowledge of scientific/professional/grant writing, statistical analysis processes, research techniques, and program management processes.

Skill in identifying performance measures, using computers and applicable software, performing data analyses with Excel, and reviewing and writing scientific and legal documents for public‑facing state and national health audiences.

Ability to gather, assemble, correlate and analyze facts; devise solutions to problems; market programs; prepare reports; develop, evaluate and interpret policies and procedures; and provide lead direction to others.

Initial Screening Criteria

Professional experience with scientific, academic, and/or high‑visibility documents or grants.

At least two years of increasing responsibility in data collection, organization, analysis, and preparation of reports and scientific writing.

Compensation Salary Group: TEXAS-B-23 – Salary Range: $5,098.66 – $6,701.75 per month – Pay frequency: Monthly – Salary information follows DSHS starting salary guidelines and is contingent on available budgeted funds.
