Overview

Working in the Outpatient Lab, MDC, POPI and at Northside, this position is responsible for patient registration, cash collections, and performing certain diagnostic testing. Promotes excellent customer service. This position serves as a resource for the Patient Access team. Responsible for maintaining efficient and timely registrations, maintaining open communication, ensuring high quality data, cash collections, and proper collection techniques. Minimum 1 year in the OP Clinical Registrar position.

Responsibilities

Ensures the timely and accurate registration/scheduling of patients by obtaining and processing demographic, financial, and clinical information in an efficient and professional manner.

Greets patients and visitors in an appropriate and courteous manner, determining their need for assistance including directions and escort or transport.

Determines the type of service the patient is to receive by reviewing physician orders, the outpatient services form, and the alphabetical patient listing and/or by questioning the patient.

Explains and obtains signatures on Consent for Treatment, Patient Financial Agreement, Privacy Notice (HIPAA) and Advanced Beneficiary Notice.

Provides information to the patient/representative about billing, complaint process, Patient Rights and Charity Care application.

Completes the Medicare Secondary Payor (MSP) questionnaire.

Identifies and maintains competency on insurance plans from a matrix of over 125 contracts.

Refers the patient to the Scheduling Call Center, if required.

Escorts or transports patients and their belongings to their designated areas—ancillary departments and outpatient areas, as warranted.

Obtains necessary registration, medical, financial, and demographic information from Pre-Registrations, Inpatients, Outpatients, Offsite registrations.

Processes and enters correct insurance plan based on eligibility responses in EPIC.

Scans all required documents including driver’s license and insurance cards.

Provides assistance in the collection of self-pay portion payments at the time of registration.

Identifies those patients needing financial counseling referrals.

Responds promptly to scheduling request.

Obtains complete scheduling information in an accurate, efficient and professional manner.

Performs the scheduling function by utilizing the scheduling computer system and other computer/manual systems.

Exhibits the ability to schedule multiple tests for a patient in a timely manner.

Determines proper scheduling requirements and/or limitations according to requested procedure.

Demonstrates the ability to decide which scheduled patients should require priority verification for medical compliance.

Demonstrates the ability to put patients and/or physicians’ offices in contact with our Patient Financial Coordinators or pre-registration departments when needed.

Transcribes and schedules all outpatient ancillary department orders. Obtains requested blood samples for laboratory testing, obtains and performs requested ECGs, utilizing accepted and established procedures that ensure quality and reliable results in a timely, efficient manner.

Obtains physician requested blood samples by using established procedures for venipuncture and micropuncture techniques.

Collects quality specimens as assessed by low rejection rate.

Follows UnityPoint Health safety policies.

Verifies specimen requirements or handling prior to collection if unfamiliar with test name.

Accepts responsibility for the perform point of care waived testing and ensures familiarity with quality control for procedures.

Performs test procedures with care and accuracy.

Ensures quality of work by performing QC at required intervals, performing calibrations and footnoting QC following calibration, investigating cause of out-of-control QC and resolving before testing is resumed.

Ensures that outdated materials (kits, QC, or reagents) are not used; uses oldest first.

Enters data results properly and carefully, including required notification and documentation.

Understands the immediacy of the testing order and prioritizes work appropriately.

Obtains specimens from patients in many different settings, properly labeled and identified.

Understands the PathNet LIS to request tests, procure labels, look up results, and perform other required tasks.

Practices proper infection control techniques in the collection and handling of specimens, and in the proper and safe handling of chemicals and reagents.

Wears gloves for all phlebotomy procedures; does not recap needles; complies with all rules for disposal of bio-hazardous materials.

Checks the ECG machines daily to ensure proper working condition, cleanliness and availability of supplies.

Enters patient information and correct ID numbers into the ECG machine.

Ensures proper lead placement of electrodes to the ECG machine to obtain a high quality tracing.

Assists in the ECG procedure, 12 Lead procedure and the Rhythm Strip testing when requested by the physician and also assists in other special procedures.

Monitors and records quality control prior to the processing of patient specimens; Provides resource support for registrars and ensures all Patient Satisfaction and Department goals are met.

Facilitates and evaluates staff orientation and ongoing performance, providing positive reinforcement and constructive criticism in a professional manner.

Coordinates and assigns break times with staff.

Resolves staffing vacancies during work shift and adheres to departmental policies avoiding overtime unless authorized.

Monitors registration wait times and takes steps to prevent long waits/patient back-up.

Facilitates the resolution of customer complaints or issues.

Provides congratulatory feedback to registrars on activities, recognizing those who have provided superior service or assistance to patients, peers and others.

Manages personnel conflicts seeking direction from the Assistant Manager/Supervisor as needed.

Performs ongoing assessment of services and personnel performance/development.

Develops and implements a staffing plan evaluating patient needs and developmental levels of staff to adjust staffing levels as daily workload changes, reducing overtime.

Performs random audit on registrations to ensure quality work.

Provides Assistant Manager/Supervisor with feedback on areas of needed improvement.

Assists the Assistant Manager/Supervisor with continued education, job specific and safety training, and identifies employee training needs.

Demonstrates effective teaching skills and a desire to teach.

Encourages and assists employees in improvement/development planning.

Provides feedback toward individualized training plans to strengthen employees’ skills or teach new ones.

Assists the Assistant Manager/Supervisor to solve specific training problems, on a one-to-one basis or in groups.

Plays a vital role in educating and instructing staff during safety/disaster events.

Assists in being flexible with work hours/days for proper coverage/training.

Understands importance of being an example to employees within our department and auxiliary departments by demonstrating and following all UPH values, mission, and policies.
