Human Resource Liaison
The Sacramento Legal Office is seeking dynamic, self‑motivated Human Resource Liaison for the Department of Transportation's Legal Division. Under the direction of Legal Division’s Chief of Staff, a Staff Services Manager II, the Human Resource Liaison is responsible for administrative duties in support of the Legal Division. The major emphases of this position are representation of the Legal Division in the areas of personnel services and provide assistance to the Division supervisors. The Human Resource Liaison provides services to all legal offices in the areas of personnel and administrative matters, including activities related to hiring, benefits, organizational management, job duty analysis, employee separations and retirements. Knowledge of California state departments' Human Resource practices is preferred but not required.
Eligibility for hire may be determined by your score on the Associate Governmental Program Analyst exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. ASSOCIATE GOVERNMENTAL PROGRAM ANALYST
Special Requirements Statement of Qualifications (SOQ) is required.
The SOQ serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in your application being disqualified. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12 point Arial font.

Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of:
Principles, practices, and trends of public and business administration, management, and supportive staff services such as budgeting, personnel, and management analysis; government functions and organization; and methods and techniques of effective conference leadership.
Ability to:
Reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental and managerial problems; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing; consult with and advise administrators or other interested parties on a wide variety of subject‑matter areas; gain and maintain the confidence and cooperation of those contacted during the course of work; coordinate the work of others, act as a team or conference leader.

Demonstrated ability to act independently, open‑mindedness, flexibility, and tact.
