The City of Roanoke is seeking a Development Specialist to perform work of moderate difficulty in inspection activities to ensure compliance with site development regulations. Job responsibilities include inspecting construction projects to ensure compliance with approved comprehensive development plans, stormwater pollution prevention plans and basic development plans; inspecting and monitoring erosion and sediment control measures to verify correct installation and proper maintenance; and disseminating technical information, both verbally and by written correspondence, on a variety of environmental issues, including floodplains, soil conditions, pollution prevention and building requirements concerning land disturbance activities.

SUMMARY Performs work of moderate difficulty in inspection activities to ensure compliance with site development regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Inspects construction projects to ensure compliance with approved comprehensive development plans and basic development plans
Inspects stormwater pollution prevention plans for availability and proper record keeping
Inspects and monitors erosion and sediment control measures to verify correct installation and proper maintenance
Inspects and monitors pollution prevention measures to verify correct use and maintenance
Inspects the installation of new storm drain and stormwater management facilities
Conducts inspections of existing storm water management basins and reports conditions and maintenance issues
Disseminates technical information, both verbally and by written correspondence, on a variety of environmental issues, including floodplains, soil conditions, pollution prevention, and building requirements concerning land disturbance activities
As an enforcement representative posts site violations, gathers and secures necessary evidence which may be used in court proceedings; appears in court with necessary materials
Prepares and maintains accurate records and reports on inspection and office activities
Enters inspection data into City's permitting system
Coordinates project work with other City departments
Informs developer of deviations or errors from approved development (site) plans and advises as to corrective action regarding these issues
Inspects material received by contractors at project site to determine whether or not it meets the required specifications
SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities.
QUALIFICATIONS EDUCATION and/or EXPERIENCE High school diploma or general education degree (GED); and a minimum of 5 years experience and demonstrated proficiency as a Development Inspector.
LANGUAGE SKILLS Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to read and interpret plans, specifications and blueprints and to compare them with various aspects of construction in progress. Ability to prepare reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
REASONING ABILITY Ability to apply common sense understanding to carry out instructions furnished in written or oral form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of a valid appropriate drivers license issued by the Commonwealth of Virginia.
Possession of Erosion and Sediment Control Inspector Certification from the Virginia Department of Conservation and Recreation (or ability to obtain certification).
Possession of Stormwater Inspector Certification from the Virginia Department of Environmental Quality (or the ability to obtain certification).
