Resident Engineer – Rail and Transit Tunnels (Critical Infrastructure)
Parsons is seeking an experienced Resident Engineer to supervise daily construction activities on the Hudson Tunnel project in NY/NJ. The role manages large shafts, excavation, and Sequential Excavation Method (SEM) tunneling.
Responsibilities
Act as main liaison between contractors, site supervisors, and project engineers to resolve on‑site issues and ensure smooth coordination.
Enforce safety protocols and monitor compliance with environmental, health, and safety regulations, conduct safety inspections, and initiate corrective actions.
Prepare detailed daily and weekly progress reports, maintain records of inspections, test results, and incident reports.
Identify and resolve on‑site engineering and construction issues, especially for excavation and SEM tunneling operations.
Manage planning, design, construction, and maintenance phases of tunnel and ventilation shaft projects, coordinating with project managers to meet budget and schedule constraints.
Provide technical expertise in tunneling engineering, design review, construction methodologies, and material selection; ensure compliance with industry standards.
Implement QA/QC procedures, inspect workmanship, address deviations, and conduct site visits to verify safety and quality standards.
Identify potential risks and hazards of tunneling and ventilation, develop mitigation strategies and contingency plans.
Liaise with project stakeholders, communicate progress, address concerns, and resolve conflicts in alignment with project goals.
Monitor project budgets, expenditures, and resource allocation; identify cost‑saving opportunities and optimize resource utilization.
Ensure compliance with environmental regulations; implement measures to minimize impact such as pollution control, waste management, and biodiversity conservation.
Maintain accurate records of project activities, documentation, inspection reports, compliance certificates, and prepare progress reports and presentations for stakeholders.
Qualifications & Experience
Bachelor's degree in construction‑related field or equivalent experience; 10+ years of field construction experience.
Heavy civil construction experience focusing on large shafts, excavation, and tunneling projects.
Preference for experience in Sequential Excavation Method (SEM) tunneling, shotcrete lining, and shaft construction.
Strong ability to act as liaison between contractors, site supervisors, and project engineers.
Proven track record enforcing safety protocols and monitoring compliance with environmental, health, and safety regulations.
Excellent skills in preparing detailed reports and maintaining comprehensive on‑site records.
Demonstrated expertise in identifying and resolving on‑site engineering and construction issues related to excavation and tunneling.
Local experience in Manhattan or similar urban environments helpful.
Advanced degree or professional certification (e.g., PE license) preferred.
Experience in tunneling, underground construction, or ventilation engineering, minimum 10 years in a similar role.
In‑depth knowledge of tunneling methods, ventilation systems, and geotechnical engineering principles.
Proficiency in project management software, CAD tools, and technical analysis software.
Strong communication, leadership, and problem‑solving skills.
Ability to work effectively in a multidisciplinary team and manage competing priorities.
Knowledge of relevant industry standards and regulations (OSHA, ASTM, NFPA).
Familiarity with construction safety protocols and risk assessment methodologies.

Compensation Salary Range: $120,800.00 – $217,400.00
