Position Purpose The job of Business Director is done for the purpose/s of planning, organizing and directing overall financial operations for Converse County School District#1, internal and external payroll function; developing and maintaining the annual budget and long-range financial projections; playing a central role in District planning and analysis of current programs, support systems, and expenditures; and administering business function services including property control, and food service.

This job reports to Superintendent of Schools.

Essential Functions

Acts as financial advisor to Board of Education for the purpose of providing direction and support, making recommendations, maximizing the efficient use of funds, and/or ensuring overall operations are within budget and comply with Board policy and state laws.

Advises District administrators (e.g. budget and financial issues, major maintenance projects, recreation projects, etc.) for the purpose of providing direction and recommendations.

Advises Superintendent and Board (e.g. insurance, risk management, real estate holdings and expenditures, income statements, cost reports, internal audits, questions relating to District business and financial affairs, hiring and evaluating of business office personnel, etc.) for the purpose of providing recommendations, direction, and solutions to financial issues.

Analyzes benefits policies of other districts and organizations for the purpose of establishing competitive benefits programs.

Assists with a variety of grants budgets for the purpose of monitoring development and implementation of various District grant application submittals. Also responsible for expenditures, account balances, and reporting of grant information to issuing agencies and appropriate, district personnel, and oversees financial transactions, ordering, receiving, and compliance requirements of other departments as assigned by the Superintendent.

Conducts workshops and in-service trainings to various internal and external groups (e.g. software processes, new changes in legislation and requirements, etc.) for the purpose of communicating information, identifying issues, developing recommendations, supporting other staff, and providing fiscal direction and guidance.

Coordinates a variety of financial processes (e.g. development and maintenance of District budget, District financial reports, electronic recording of financial transactions, bank reconciliations, oversight of investments, control of all purchases, etc.) for the purpose of ensuring financial oversight for all District financial processes and complying with all state, local, and district requirements.

Interacts with county and state organizations for the purpose of staying abreast of school finance reform.

Maintains a variety of manual and electronic fiscal information, files and records (e.g. federal/state payments and reports, fixed assets inventory, District website for public disclosures, public records, capital property records, etc.) for the purpose of providing an up-to-date reference and audit trail.

Monitors fixed assets inventory for the purpose of ensuring accuracy, location within District sites.

Oversees the coordination of the year-end closing process (e.g. general ledger reviews, signing of all financial reports and commercial warrants, certification of property tax reports, signatory for bank accounts, etc.) for the purpose of preparing the annual audit for the District.

Participates in workshops meetings, and seminars for the purpose of conveying and gathering information required to perform professional functions, identifying issues, developing recommendations, supporting other staff and serving as District representative.

Responds to liability claims filed against the District for the purpose of identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue.

Serves as a communications spokesperson (e.g. with administration and personnel, etc.) for the purpose of ensuring communication of District financial health and financial goals.

Supervises staff assignments (e.g. District personnel leaves and absences, accounts payable, COBRA, A.D.A., FMLA, worker compensation and unemployment compensation, employee benefits, auditing reports, etc.) for the purpose of achieving organizational objectives and ensuring compliance with legal, financial and District requirements.

Supervises business office personnel and other staff assigned by the Superintendent, through the district’s evaluation process.

Other Functions

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Experience Job related experience within a specialized field with increasing levels of responsibility is required. Bachelors degree in job-related area.

Education Bachelor’s degree in business, finance, or accounting and at least five years of business management experience in a large diverse organization, including supervisoryexperience

Equivalency Experience in directing and coordinating the business.
