The recruiter contributes to achieving PSTA’s staffing objectives by performing activities related to recruiting, screening, and interviewing candidates for job opportunities, and onboarding selected candidates. Establish and maintain a variety of related records and reports.
ESSENTIAL FUNCTIONS
Perform recruitment and staffing activities of the Authority. Recruit, interview, and screen job applicants for employment. Represent the Authority at external/internal recruitment activities, such as job fairs and community events. Actively promote PSTA as an employer of choice and build a talent pipeline for the Authority’s future staffing needs.
Meet with hiring managers and department directors to understand staffing needs and guide the hiring process. Provide training on interviewing techniques and compliance requirements. Provide progress updates to hiring managers and HR management on a timely basis regarding status of open positions.
Utilize applicant tracking system (ATS) to post open positions, review applications, communicate progress to hiring managers and candidates. Advise applicants on usage of applicant tracking system.
Prepare and advertise job postings to all internal and external platforms.
Prepare interview questions. Schedule and conduct interviews to hire qualified personnel. Facilitate selection decision with hiring manager and interview team.
Initiate and oversee PSTA’s pre‑employment process, including internal authorizations and approvals, background checks, physical exams, and drug tests.
Act as back up to Recruiting Manager.
Maintain accurate records and documents related to the entire recruiting process.
Conduct New Hire Orientation program and onboarding activities for new employees.
Research and suggest improvements in recruiting processes. Create and maintain instructional documents, templates, and SOPs for this position.
Actively support implementation of PSTA’s EEO Program and equitably administer all Authority policies and procedures.
Create and maintain Standard Operating Procedures (SOPs), for position duties.
Utilize PSTA’s Applicant Tracking System (ATS) and the Wrike project management software.
Perform additional duties and conducts special projects as assigned.
SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.
MINIMUM QUALIFICATIONS
Education: High school diploma or GED required. Prefer Associate degree or above in Business Administration or Human Resources. Prefer HRCI Certification as a Professional in Human Resources (PHR or SPHR) and/or SHRM‑CP Certification.
Experience: At least one year experience working in a Human Resources department, with some recruiting experience. Must have professional experience with Microsoft Word, Excel, and Outlook. Experience using an Applicant Tracking System is a plus.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: Must be knowledgeable about Human Resources legislation, and proficient with interviewing and candidate evaluation skills, organization skills, and meeting deadlines. Basic research methods, techniques, and practices. Some knowledge of Labor Contract Agreements will be beneficial.
Skilled in: Microsoft Office Suite: Word, Excel, Outlook.
Abilities: Initiative, good judgment, communication skills, accuracy, attention to detail, organizational skills, and the ability to focus on multiple tasks within stringent timelines. Must maintain confidentiality in all aspects of the job. Maintain accurate and confidential records, in both computerized and manual systems. Work independently in stressful situations. Perform basic mathematical calculations with accuracy and speed. Ability to work with all levels of staff.
